This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at the Joint Systems Manufacturing Center - Lima Provost Marshals Office, Lima, Ohio. This position will be filled on a permanent basis. A recruitment or relocation incentive may be authorized.

Duties

Vet visitors and un-cleared contractors through the National Crime Information Center (NCIC III) and Army Alert system. Review reports of criminal history to identify the presence or absence of derogatory information, reviewing the impact of various kinds of derogatory information when recommending the granting, or denying of visitors. Coordinate the access and movement of visitors while on Joint Systems Manufacturing Center premises. Use prescribed judgment to interpret, adapt, and apply guidelines to conduct and adjudicate criminal history investigations on the applicant. Manage the police vehicle fleet including: maintenance oversight, dispatching, receipt tracking, coordinating equipment installation and removal, and other fleet management related duties. Manage the installation ID card administration including: issuing, tracking, replacing, ordering needed supplies, coordinating with higher headquarters for support, maintaining a compliant system, and tracking expiration and validation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain certification to operate the LEADS-OH terminal within 90 days from date of hire.
  • Must maintain certification on the following law enforcement systems: NCIC-III, LEADS-OH within 90 days from date of hire.
  • Must be able to obtain and maintain a valid state/government driver's license.
  • Must not have any Felony convictions.
  • Must be able to obtain and maintain a secret security clearance.
  • This position requires successful completion of pre-employment and random drug testing and urinalysis testing prior to appointment and periodically thereafter and also requires DA Form 5019 to be signed.
  • This position is being filled at the GS-05 or GS-06 level. These duties are described at the full performance GS-06 level. The GS-05 is developmental leading to such performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience for the GS-05: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: utilizing office automation software to assist with generating correspondence/reports; using an automated database to query and/or maintain information for review; and Reviewing documents to grant visitor access. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized experience for the GS-06: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: utilizing automated systems to query and verify suitability for visitor entry into military installations; transcribing data using special codes in accordance with federal and state regulations (e.g. style codes, manufacturer's codes, wanted or missing persons, etc.); dealing with difficult customers who may be found ineligible for access. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
