You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures.
You will assign work to subordinates based on employee's capabilities, priorities and difficulty.
You will provide technical and administrative oversight, advice, and instruction.
Requirements

- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience directing and/or performing continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
Experience providing interpretive and analytical advice on financial transactions and program execution; develops format and content to provide manager with various listing, reports, and data relative to status of funds and the propriety of obligations.
Experience ensuring the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports.
Experience coordinating the development and reporting of cost/performance information in support of mission tasks for the organization.
