This position is located in the Bureau of Land Management, Oregon, in the Medford or Lakeview District Offices. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

This position will have a variety of Administrative Support duties including assisting programs such as: fleet, property, facilities, records, human resources, budget and procurement. They could assist the Property Management Specialist with the development, formulation, and tracking of office budget for multiple accounts. Assists with tracking and inventory of both real and personal property management databases. Incumbent will also assist with day-to-day operations and management of government housing facilities and perform routine/simple inspections. Incumbent could assist in scheduling motor vehicles for repairs, inspections, and maintenance as needed. Ensure appropriate records are maintained and monthly reporting requirements are met. Incumbent will track obligations and expenditures for motor vehicles and consolidate information into summaries and/or reports. Identify recurring issues, problems, or conditions; and seek solutions to more complex issues based on application of relevant rules, regulations, and procedures, and/or consultation with higher graded employees. . Incumbent could assist with records management across the District including assisting with the move towards electronic records management. They will assist with the development and formulation of office budget for accounts with various sub-activities or funding sources. They will maintain and review financial documents and complete training in order to be able to process transactions in the automated financial system. Incumbent could assist with human resources by serving as a point of contact on some human resource type matter and assisting supervisors and the Human Resource Specialist in preparing pertinent personnel forms and documents. Incumbent could assist with purchasing supplies and equipment using acquisition procedures through the DOI charge card program. They will assist with maintaining receipts, verifying transactions, and reconciling charge card statements for submission to the BLM Agency/Organization Program Coordinator (AOPC).

Requirements

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Qualifications at the GS-04 Level: General Experience: Applicants must have one full year of general experience in progressively responsible clerical, office, or other work that indicates the ability to acquire the knowledge and skills needed to perform the duties of this position. OR Education: Successful completion of at least two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.) OR. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages. Qualifications at the GS-5 Level: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) answering telephones, providing information to customers and transferring them to the appropriate individuals; (2) organizing and filing hard copy documents to ensure monthly reporting requirements are met; (3) proofreading and printing correspondence for other staff members; and (4) preparing receipts, records, and tracking forms in accordance with current instructions. This experience must be comparable in scope and responsibility to the GS-4 grade level in the Federal service and/or private sector. OR Education: Successfully completed a full four-year course of study above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. Note: You must submit a copy of your transcripts with your application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Qualifications at the GS-6 Level: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as the clerical point of contact for a wide variety of administrative support functions which include assisting customers and staff to resolve recurring technical problems; (2) tracking office budget for supplies and materials in an automated financial system; (3) preparing, editing, and/or finalizing correspondence for office supervisors and managers; and (4) purchasing supplies and equipment using simplified acquisition procedures. This experience must be comparable in scope and responsibility to the GS-5 grade level in the Federal service and/or private sector. For the GS-06 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level.
