Policy and Program Development provides analytical services to develop and improve APHIS programs. They are comprised of six staffs, one of them being Planning, Evaluation and Decision Support, who are responsible for designing and facilitating planning, evaluation, program development, business process improvement and decision support processes. This position will serve as the supervisor of the staff.

Duties

The duties may include, but are not limited to: Serves as the principal advisor to the Administrator and senior leaders on strategic planning and strategic thinking. Develops and provides decision support tools, systems, and services to senior leaders and program managers. Conducts workload and organizational structure/relationship reviews to improve program effectiveness and efficiency. Coordinates business process improvement projects across the Agency. Leads the implementation of federal management initiatives affecting all programs. Directly supervises staff and advises other agency staff in the analyses conducted by staff members. Coordinates and collaborates with the Agency’s Budget Officer to ensure effective alignment and integration of Agency mission priorities and resources.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading Agency-level projects or initiatives related to strategic planning, program evaluation, program performance measurement, business process improvement, program development, or policy decision-making. Interpreting federal laws, mandates, and executive orders, in a decision-making context, in order to develop significant Agency policies, plans, procedures, goals or objectives. Communicating sensitive and critical information, and complex ideas, to senior leadership officials. Leading programs or initiatives that support the APHIS mission of protecting the health and value of America's agricultural and natural resources. Experience as a team lead, supervisor, or manager, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; and coaching and developing employee capabilities. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
