About the Position: The primary purpose of this position is to serve as an Explosives Safety Manager for the Division Commander. Under guidance and direction of the Division Safety Manager, Directs, manages, oversees, controls, implements, and evaluates the effectiveness of the Divisions, and subordinate units, explosives safety program. Assists Commanders and Safety Managers in developing explosive safety policies governing occupational safety criteria, guidelines, standards, etc.

Duties

Manage the organization's explosives program to support safe handling, use, or transport of hazardous materials and explosives. Provide technical safety instruction on topics related to the safety program management. Monitor the effectiveness of explosive policies and procedures within home station and deployed locations that present potential safety and health hazards to employees, civilians, contractor personnel, and the host nation public. Assist Commanders and Safety Managers in developing explosive safety policies governing occupational safety criteria, guidelines, standards, etc. Evaluate the seriousness of problems encountered, determines the necessity for explosive deviations and/or exemptions and prepare documents for appropriate Command level acceptance. Develop, implement, and evaluate explosive standard operating procedures (SOPs). Perform hazard analysis, evaluate explosive hazard, and develop explosive licenses and safety site plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent must be able to obtain and maintain a valid Secret security clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
  • This position requires the employee to travel away from the normal duty station on a frequent basis up to approximately 30%.
  • This position may be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when in field conditions. Standard TA50 equipment will be issued per local requirements.
  • Incumbent must possess the Professional Certificate Safety Occupation Health Level 1 (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates or obtain them within 12 months of start date.
  • Incumbent must complete all required training and achieve the Professional Certificate Explosive Safety Level 2 (PCES2) within 24 months of start date as outlined in the 0018-job series Master Training Plan.
  • Incumbent must pass a pre-employment medical examination to ensure the required level of physical health and ability or fitness to perform the duties of the position.
  • This position may require the ability to perform work while wearing chemical protection mask and clothing.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and Nuclear Biological and Chemical (NBC).
  • Training may be required annually and as necessary to meet expeditionary requirements.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
