Duties

This position is located within the Mission Support Directorate, Air and Marine Operations (AMO), U.S. Customs and Border Protection (CBP), U.S. Department of Homeland Security (DHS). The incumbent assists more senior analysts in advising senior management, with a primary function of providing objectively based information derived from the use of advanced scientific, mathematical, and statistical work to support data-driven decision making across AMO. This position starts at a salary of $53,105.00 (GS-07, Step 1) to $84,441.00 (GS-09, Step 10) with promotion potential to $122,459(GS-12 Step 10). Typical duties include: Supporting the application of quantitative, computer science, mathematical, and statistical skills to interpret data sets, the results of which will be used for forecasting critical problems and making data-driven decisions regarding the administrative and programmatic aspects of AMO's operations and management. Assisting in the development of innovative strategies on measurement of the design, development, deployment, maintenance, and enhancement of large-scale projects to analyze programmatic data and forecast the effects of alternative courses of actions and programmatic gaps. Assisting in evaluating procedures for data storage and retrieval and systems for data classification and coding. Assisting in the analysis of data sets to support data-driven organizational solutions.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below: Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying statistical knowledge to automatic data processing principles and procedures and statistical software packages required to process and analyze data Assisting with the review of briefings, presentations, and reports for substance, conformance with instructions, and completeness Participating as a team member on projects supporting the higher-graded staff members Utilizing data science lifecycle models and scientific methodology, processes, data sources, regulations, algorithms, and automated systems sufficient to perform basic assignments Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Using advanced concepts of data science to support lead technical experts in the execution of complex analytics projects Using statistical software and computer programs (e.g., R, Python) to perform simple descriptive statistics Applying statistical knowledge to automatic data processing principles and procedures and statistical software packages required to process and analyze data Gathering, processing, and converting raw and unstructured data into clean, organized information NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. GS-09: A Master's degree or two full years of graduate education, from an accredited college or university may substitute for experience required at this level. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. If your education is currently described in quarter hours, multiply by the fraction 2/3 to convert into semester hours then divide the semester hours by 18. To determine your percentage of qualifying experience, divide your total months of experience by the required number of months of experience. Add your percentages together. The total must equal at least 100% in order to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 09/20/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
