This position is assigned to a Human Resources Management Team in the Human Resource Management (HRM) organization of the USDA, Forest Service.
The incumbent assists higher-graded human resources specialists in the performance of their assignments in the Pay & Leave department or another functional area within HRM.

Duties
Duties listed are at the full performance GS-09 level.
Uses standard human resources management principles, methods, and practices to solve problems.
Explains and advises co-workers, supervisors, and/or customers on standard regulations or practices.
Conducts research on laws, policies, and regulations and provides advisory opinions related to human resources functions.
Defines situations related to standard issues, determines applicable laws and regulations, and provides the most effective and legal resolution.
Performs compensation work assignments such as pay adjustments, special salary rates, allowances, differentials, hours of duty, premium pay, grade and pay retention, recruitment and retention flexibilities, back pay and settlement of claims.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. Specialized experience is defined as two or more of the following: Experience researching, analyzing and applying policies, regulations and standard procedures to perform work in a human resources program area; and/or providing guidance and consultative services for a human resources program to acquire, clarify or exchange facts or information needed to complete assignments; and/or assisting higher graded specialists in projects or segments of projects.
OR One full year of graduate level education;
OR Superior Academic Achievement (go to this site to determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds- 04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR An appropriate combination of experience and graduate level education described above.
GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Specialized experience is defined as three or more of the following: Interpreting and explaining human resources policies, procedures, laws, standards, or regulations; and/or providing counseling to management and employees on simple aspects of Human Resources Management to include benefits, pay, staffing, worker compensation, classification, or processing actions in an automated system; and/or identifying human resources related problems and recommending solutions to co-workers, supervisors or customers on standard regulations or practices; and/or completing personnel actions in an automated system assuring accurate information and proper supporting documentation.
OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
