IOWA ARMY NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION
This position is restricted to current Military members of the Iowa Army National Guard.
LOCATION: TRAINING SITE, JOHNSTON, IOWA
Duties
As a TRAINING TECHNICIAN, GS-1702-7 your duties are below.
(1) Administers the command's school program. Reviews, validates, monitors and makes recommendations concerning the forecasting of individual training requirements for subordinate's elements. Identifies training opportunities and coordinates with higher headquarters to obtain school training quotas (Service, NCO, Special, etc.) to meet the requirements of the command. Monitors the execution of organizational training quotas and makes recommendations for reallocation. Reviews personnel qualification reports within the command for the purpose of identifying individual military education requirements. These requirements may include duty military occupational skill qualification (DMOSQ), non-commissioned officer education system (NCOES), additional skill identifier (ASI), skill qualification identifier (SQI), and new equipment training (NET). Reviews, approves, and forwards individual requests for training seats based on allocated quotas and availability of funds. Assists in resolving soldier prerequisite/eligibility problems. Responsible for coordinating through higher headquarters the request for special internal training course establishment and their availability for application through the training reservation automation system.
(2) Inputs requirements into the automated funds management requisition and authorization system. Reviews, validates, and forwards approved automated requests for orders. Monitors the use of funds sub-allocated to subordinate units for individual training, collective training, annual training, and special training events conducted in inactive and active duty status. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events. Reviews, consolidates, and makes recommendations for the preparation of yearly training budget requirements.
(3) Assists in forecasting, allocating, and monitoring the usage of training ammunition for the command. Reviews and validates training ammunition requests, receipts, and turn-in documents of subordinate organizations. Ensures ammunition requests submitted by subordinate units are supported by the training plans, regulations, and directives. Makes recommendations for the reallocation and/or re-forecasting of ammunition to support training events.
(4) Assists in the preparation of training directives, operations orders, deployment plans, and readiness reports. Assists with command readiness inspections. Conducts evaluations of subordinate training operations, security, safety, and deployment readiness planning. Makes recommendations as appropriate to correct deficiencies. Performs assistance visits to provide technical training and guidance to subordinate organizations in training quota management, ammunition management, and training/mission support funds accountability. Assists in preparing training directives, schedules, circulars, and yearly training plans/calendars. Assists with the coordination and support of internal/external evaluation teams. Assists in preparing subordinate organizations for full or partial deployments. Provides guidance to subordinate organizations in preparation for unit training assessments. Assists in the preparation and/or distribution of organizational training assessment reports. Assists with collection and review of organizational readiness data. Reviews subordinate training readiness feeder reports to ensure current and correct information is reported.
(5) Provides assistance to operations/training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Obtains, prepares, reproduces and distributes a variety of training aids, map overlays, and transparencies necessary for the efficient operation and training of the organization. Receives, consolidates, and prepares reports for submission to higher headquarters pertaining to individual soldier readiness (i.e. common task test, weapons qualification, army physical fitness test).
(6) Assists in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (communication security/computer security). Conducts physical and communication security inspections of subordinate organizations. May be designated as alternate custodian of classified documents or communication security/computer security account alternate. May assists in the preparation of anti-terrorism/force protection plans and procedures.
(7) May be required to assist in the recruiting and retention activities of the organization.

Qualifications

MINIMUM REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-1702-7: Must have experience in the following:
Must have at least 12 months experience equivalent to at least GS-06, respectively.
Experiences that demonstrated the particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position.
Basic knowledge of Army vision, values, organization, policy, and mission is mandatory. Some knowledge in training centers, training programs, schools, and units. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs.
Basic understanding in the Army education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques.
Knowledge of Army education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures.
Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
Basic capabilities in communicative interpersonal skill applications and distance learning concepts.
Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings, and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events.
Education
High school or general equivalent degree is mandatory. An under-graduate degree from an accredited college/university is optimum. An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences defines a best qualified candidate.
