Duties

The United States Attorney's Office (USAO) District of New Mexico is seeking an Auditor to work within the Office's Affirmative Civil Enforcement (ACE) unit. The Auditor will perform audit activities related to the detection and investigation of fraud, waste, or abuse in Government programs, including health care fraud, defense procurement fraud, contractor fraud, Paycheck Protection Program (PPP) loan fraud, and other government program fraud. Typical work assignments will include: Conducting audits in support of investigations and litigation involving the government's affirmative civil enforcement of federal laws, particularly the False Claims Act, 31 U.S.C. §§3729-3733, the Anti-Kickback Statute, 42 U.S.C. § 1320a-7b(b)(1)(A), and the Stark Law, 42 U.S.C. § 1395nn(a); Reviewing, auditing, and understanding complex data, including Centers for Medicare & Medicaid claims data and PPP loan data, and activities of entities and individuals involved in health care fraud, defense procurement contract fraud, and other government program fraud; Reviewing, analyzing, and auditing a variety of financial and accounting data for suspected fraud in complex organizational dealings and unraveling sophisticated techniques for moving funds and shielding illegal activity; Examining financial and audit documents and reconstructing partial or inadequate records of financial transactions; Conducting investigations to make net worth determinations regarding the ability of individuals and organizations to pay settlements and judgments; and Preparing concise and accurate audit reports, charts, summaries, and schedules that draw conclusions from your analysis and investigation. Conducts conferences and interviews with members, officers, directors, and representatives of financial institutions, Federal contractors and grantees, health care providers and related entities, law enforcement agents of Federal, state, tribal and city governments and other branches of the Federal government (including DOJ personnel), Certified Public Accountants and others within the accounting and financial fields/professions, attorneys (including relator's counsel), and others as necessary. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications

In order to be found qualified for this position, you must meet one of the basic requirements described below in A AND the minimum qualifications described below in B. A. Basic Qualification Requirements: Degree: A bachelor's or higher degree in accounting; OR A bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. All applicants must include a copy of transcripts to verify education AND B. Minimum Qualifications: GS-13: To be eligible at the GS-13 level, you must have at least one full year of specialized experience equivalent to the GS-12 level. Specialized Experience is defined as: Experience conducting reviews and investigations to determine whether there have been violations of various Federal Statutes primarily concerning fraud and involving various federal relationships, with an emphasis on the healthcare, defense and energy sectors ; Preparing concise and accurate reports; Conducting document review on Relativity and other platforms; Conducting and documenting witness interviews; Examining and analyzing a variety of records and other evidence of transactions and activities of entities and persons under investigation; Conducting ability-to-pay analyses; and Calculating damages. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
