About the Position: The incumbent is responsible for planning and scheduling construction and maintenance activities and receives little direction from the supervisor in handling day-to-day problems.
This position will be located in Monroe City, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Performs field and office civil engineering technician duties associated with the construction and maintenance at the Area and Lake Management Offices.
Reviews plans and specifications of formal contracts to assure construction feasibility and recommends changes and/or modification in the original design if necessary.
Conducts site visits and conferences covering major points of contract and technical information needed by contractor to satisfactorily perform work.
Develops preliminary layouts, drawings, and cost estimates for major park developments and works with a variety of District elements for final plan development.
Develops long-range plans and preventative maintenance schedules for the continued operation and maintenance of facilities, equipment, and utilities.
Determines cost effective options to resolve facility maintenance needs.
Assures quality control and adequacy of contractor's operations and confers with contractors to obtain corrective action.
Reviews shop drawings, schedules, layouts, etc., to ensure that changes are in compliance with contract specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Financial Disclosure Statement OGE-450 annually and upon entering the position.
- Incumbent will be required to supervise or perform fire fighting duties and/or rescue people endangered by fire on Project lands. This position is, therefore, subject to random drug testing in accordance with ER 690-1-1218.
- Required to obtain (within one year of appointment) and maintain a Corps of Engineers license for the operation of a motorboat less than 26 feet (Class A under 16 feet and/or Class 1 under 26 feet boat operator license).
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- Employee is required to have an American Red Cross Standard First Aid/CPR card in good standing.
- Required to wear uniforms prescribed by Corps of Engineers.
- Must be able to obtain and maintain appropriate equipment operators certificates/licenses applicable to this position’s duties IAW EM 385-1-1.

Minimum Qualifications GS-10:Specialized Experience: One year of specialized experience which includes developing service contracts and/or preventative maintenance schedules; coordinating facility and/or equipment schedules; and assisting in the development of preliminary layouts, drawings, maintenance requirements and/or cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
