The Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America Act, establishes investments and incentives to support U.S. semiconductor manufacturing, research and development, and supply chain security.
The Position serves as Chief of Staff to the CHIPS R&D Office. Responsible for prioritizing, planning, developing, executing, and managing all strategic and operational activities to meet the goals of CHIPS R&D Office Programs.
Duties
The incumbent serves as Chief of Staff to the CHIPS R&D Program. Responsible for prioritizing, planning, developing, executing, and managing all strategic and operational activities to meet the goals of CHIPS R&D Office Programs. Individual acts as a senior advisor to CHIPS R&D Director and provides expert guidance and advice. Independently develops policies and procedures and provides recommendations to the CHIPS R&D Director. Work is considered well researched and accurate.
Facilitates top-level decision making & effective internal and external communications. Responsible for coordinating, responding, and targeting communications to CHIPS R&D stakeholders both internal and external to NIST. Coordinates messaging of relevant CHIPS R&D efforts targeting positive interagency relationships and policy outcomes. Communicates to Senior Leadership as well as internal and external stakeholders.

Qualifications
Demonstrated experience leading new programs of significant size and complexity, and experience conceptualizing, planning, organizing, and implementing new or evolving policies and activities.
Demonstrated experience analyzing executive level policy and program issues and providing comprehensive recommendations.
Demonstrated experience engaging on technical and scientific programs and translating program objectives into policy briefings for senior leadership
Education
The incumbent must possess, at a minimum, a Bachelor's or other Advanced Degree in a scientific, engineering, or recognized or traditional professional field, or significant experience in a scientific, engineering, or recognized or traditional professional field.
