This position is located in the Occupational Safety and Health Service (OSH) of the VA Eastern Kansas Health Care System (VAEKHCS) reporting to the Safety Service Line Manager. Performs duties directly contributing to the administrative management of the OSH Service Line including providing clerical and administrative support to the Safety Manager.

Duties

Major duties include but not limited to: Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of OSH operations. Assists in the planning, review, and reporting of statistical results related to administrative service activities utilizing a variety of software programs and communication tools to input and retrieve data as required. Establishes mechanisms and enters pertinent information into an automated tracking system for administrative tasks of clinical service operations by organizing data sets (using programs such as Excel), retrieving computerized information using Microsoft Office products and other relevant software packages. Performs basic analysis of collected data and generates a variety of applications or reports for the Safety Manager Office. Develops and maintains reports or prepares for presentations using PowerPoint, Excel, and software packages to create and compile weekly, monthly, quarterly, and annual reports as assigned. Tracks and trends issues related to programs under the Safety Manager's purview; assists with keeping program staff apprised of problems that might be encountered; participates in performance improvement activities related to enhancing administrative task in cooperation with the Safety Manager. Provides data/reports related to the administrative and technical aspects of the program to the VISN 15 Network Office, Central Office, or other supervisors needing such data as directed by the Safety Manager. Serves as a point of contact for OSH staff, medical staff, community agencies, and various others who contact the Safety Manager Office. Assisting with proposals/projects that are implemented and participating as assigned for special events connected with Safety Manager programs. Maintains program records, policies, and procedures manuals to meet The Joint Commission and VHA standards. Supports the evaluation, analysis, and/or control of the records management program. Completes routine records management surveys. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes; provides technical advice and assistance to organizations regarding records management. Assists the Contracting Officer's Representative (COR) and Contracting Officer in calculating the necessary contract funding for the VAEKHCS lab contracts. Provides assistant in closing purchase orders for contracts, requesting de-obligation of excess funds; requesting additional funds before end of period of performance of purchase orders; placing orders and certifying invoices for payment. Collects data for the OSH operating budget, maintaining Contracting Officer Representative forms for verification of funds availability; sets up controls to monitor expenses during the year. Submits requests for purchase orders, new contracts, and option year renewals. Maintains contract folders according to Records Management guidelines to ensure complete and accurate tracking information as required by Federal Acquisition Regulations. Serves as backup to the Supervisor Office Administration Clerk to provide data to Fiscal Office regarding status of open and stale obligation report. Serves as the primary and backup timekeeper for the Safety Office T&L units. Posts time and leave in VATAS; which may include regular and irregular working hours, applicable differentials, premium pay, overtime computations, and compensatory time, etc. Ensures time is posted accurately and timely for assigned T&Ls. Performs other duties as assigned. Work Schedule: Full-time Monday-Friday 8:00am-4:30m Position Description Title/PD#: Program Support Assistant/PD10034-0 Physical Requirements: The work is partly sedentary, but a great deal of walking to all parts of the Health Care System is required since the incumbent will work with a variety of clinical and administrative services. The incumbent will need to be able to lift as much as 35 pounds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-6 grade level: One year of specialized experience equivalent to the GS-5 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Performing clerical and administrative support duties related to collaborative training programs; preparing forms and correspondence; planning and coordinating training events and meetings; collecting and compiling data into report format; and utilizing and understanding computer operations and automated systems (such as various Microsoft Office programs) to create spreadsheets, databases, and reports. There is no educational substitution for the GS-6 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
