This position serves as the Purchasing Agent at the Indian Health Service, National Supply Service Center (NSSC) in Oklahoma City, Oklahoma.
Duties
Purchase of supplies, equipment, and obtain contractual services.
Track purchase requests, monitor timelines for contract services.
Reference policies and procedures for accurate production of services.
Provide technical guidance to requestor, vendor, and developing staff.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-6: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in acquisition procedures to establish contracts, attain supplies, services, purchase orders, blanket purchase agreements, delivery orders, and credit card purchases, negotiation of price, negotiation strategies, and contract interpretations, use of automated systems associated with acquisition and business practice.
GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Apply acquisition laws, regulations, policies and procedures to the purchasing process and post award administration, communicate with vendors, staff, and managers, resolve delay in delivery schedule, difference in price or quantity, and equitable price adjustments, prepare, submit, and negotiate terms of purchase orders, use automated systems to track acquisition status.
GS-8: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Receive purchase requests, screen request for completeness, relevance of information, and proper approval, perform buying actions for supplies, construction, and equipment through appropriate methods, negotiate terms, analyze price proposals, and perform cost analysis, provide technical assistance and training to staff and vendors, conduct follow-up reviews, and monitor progress of corrective actions.
GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Determine purchase methods and strategies through best practice to cost, urgency, availability of supplies, and use of mandatory schedules, identify qualified suppliers, collaborate with bidders, obtain price quotes, evaluate offers, negotiate the terms and conditions with vendors, provide technical guidance, define concise purchasing requirements, serves as technical advisor to the purchase process, independently identify, address routine problems and issues, reference procurement regulations, policies, principles, methods for best practice and the purchases of specialized supplies, services and equipment.
