As a Health Systems Administrator, you will serve as the Associate Director for the Southeast Louisiana Veterans Health Care System, having responsibility for the direction and coordination of all administrative activities within the Medical Center. You will have direct responsibility for various assigned services, as well as program planning and management and supervision of daily operations through subordinate Service Chiefs.

Duties

The Health Systems Administrator (Associate Director) is responsible for the coordination and oversight of the administrative support services of the Southeast Louisiana Veterans Health Care System. The Associate Director serves as a part of the Executive Leadership Team (ELT); and on a day-to-day basis interfaces with the Medical Center Director, Associate Director for Patient Care Service/ Nurse Executive (ADPCS/NE), and Chief of Staff (COS), to ensure efficient operations. The Associate Director leads fully in both long and short-range policy and planning, promoting healthcare system programs with outside groups, and integrating administrative programs and operations with the needs and priorities of the clinical services for the health care system. The Associate Director also participates as a member of the VISN management team and a member of various task forces. Area highlights include but are not limited to: Budget and Fiscal Management: Responsible for all financial activities including budget preparation and budgetary control for the operations for the services supervised including Facilities Management, Environmental Management Service, Police Services, Nutrition and Food Services, Prosthetics and Sensory Aids, and Logistics. Personnel Management: Applying broad, extensive knowledge of Government-wide, VA, and VHA personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. Developing and implementing personnel policies affecting all employees and employee groups; and developing activation plans for the timely planning of recruiting efforts and delivery of training. Meeting regularly with Union officials to establish and maintain the proper labor/management relations climate and to resolve issues having broad significance to the organization. Working closely with Human Resources Management Service and all Service Chiefs to ensure the appropriateness of personnel actions. Public Relations: Establishing and maintaining good relations with a wide range of individuals and groups to effectively disseminate information to veterans, volunteers, staff, members of the media, the general public, local, state and federal officials, community groups, and other stakeholders in ways that most accurately and effectively present the medical center's mission of caring for veterans. Systematic Internal Review: Playing a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities. Establishing and monitoring required management reporting systems. Responsible for administrative accreditation and coordinating health care system activities to assure compliance of administrative and some clinical services with the standards of various accrediting, regulatory, and agency authorities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Basic/Individual Occupational Requirement (IOR): Must possess an undergraduate or graduate major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (transcripts required). OR Progressively responsible Specialized Experience as described below. Specialized Experience: To qualify for this position at the GS-15 level, you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-14 level) in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Special Provision for Inservice Placement: Successfully completed an agency-sponsored on-the-job training program, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;-Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and-Oversight by an experience health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Successfully completed training plan must encompass the above requirements, signed, and submitted with your application (signed training plan required). Physical Requirements: The work of the position is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting and stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting. The position requires occasional travel by car, train or other mode of public transportation.
