Duties

The Field Division Manager provides technical engineering expertise with responsibility for directing and overseeing subordinate staffs long-term and day-to-day-surveillance of field construction activities. Perform supervisory duties typical of second level supervisors. Set and adjust priorities, plans work, and is responsible for quantity and quality of work performed. Exercise significant responsibility in dealing with officials of other organizations and in advising higher level management officials. Give advice, counsel, or instruction to employees on both work and administrative matters. Direct full range of field activities required for construction and collection of construction related data for various projects. Direct inspections, surveys, investigations, materials control, and Operation and Maintenance (O&M) activities during construction. Facilitate the work of all parties concerned to ensure the most efficient and least cost to the Government. Confer with the Area Manager, Deputy Area Manager, Pojoaque Engineering Division Manager, and assigned Project Manager(s) in analyzing designs and construction specifications to anticipate field problems that may occur. Devise solutions to maintain and coordinate construction schedules and avoid contractor claims or other budgetary impacts. Direct formulation of programs for inspection, materials control, and surveys in accordance with construction schedules for the various contracts assigned. Work with AAO technical division staff and Technical Service Center staff in formulating a program for quality assurance, field investigations and documentation, scheduling, and obtaining necessary data. Work with Contracting Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, Indian Self Determination Act contracts, and interagency agreements. Initiates timely actions and technically monitors the contract to ensure it is carried out to completion as outlined in the contract.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in Federal service having demonstrated experience which includes performing duties related to project management, scientific, technical or administrative work in support of water resource projects in three or more of the following areas: 1) Developing and administering project schedules; 2) Planning and budgeting; 3) Leading multi-disciplinary teams; 4) Developing and maintaining collaborative working relationships with state, federal, local, or tribal entities; 5) Ensuring compliance with statutes and/or regulations; 6) Present information to higher organizational levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/27/2023.
