WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION?

Vacancy will be filled in the following specialty areas: Criminal Investigation, Office of Cyber and Forensic Services.
The following are the duties of this position at the full working level:
Uses advanced computer systems, other technical equipment and instruments, and a wide variety of sophisticated testing procedures to enhance and analyze all forms of evidence collected to support ongoing investigations. Incumbent is assigned casework, and is able to complete all examinations independently.
Incumbent prepares reports of examination results as they relate to collected evidence for court use, and serves as a witness in Federal and other court systems to present evidence and testimony pertaining to results of examinations. Testifies under direct and cross examination to explain technical procedures, interpret results and findings, and demonstrate reasons for conclusions reached.
Tests new audio, video and imaging equipment for usefulness, compatibility with current systems, reliability and cost effectiveness. Researches technological developments, trends, products, technical literature and analytical techniques pertinent to subject matter expertise.
Establishes contact and liaison with counterparts in other government agencies to facilitate research, improve cooperation and exchange information or material that relates to assigned responsibilities in the examination of media.
Serves as a technical authority, providing expert guidance concerning image, audio, and video enhancement for investigative and intelligence operations.
Qualifications
You must meet the following requirements by the closing date of this announcement OR time of referral:
SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Uses advanced computer systems, other technical equipment and instruments, and a wide variety of sophisticated testing procedures to enhance and analyze all forms of evidence collected to support ongoing investigations. Incumbent is assigned casework and is able to complete all examinations independently. Knowledge of investigative techniques and inspection methods sufficient to analyze, evaluate and enhance evidence, such as audio recordings, video recordings and images, sufficient to prepare forensic evidence for use before grand juries, courtroom testimony and other judicial proceedings. Developing and implementing significant support strategies; Developing systems and processes that resolve identified problems; Independently establishing priorities and identifying meaningful objectives; Establishing timeframes to complete assignments timely; Exhibiting extensive oral and written communication skills sufficient to present and explain program objectives internally and externally to various audiences and/or impacted parties.
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
