This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent is responsible for assisting the Director of Contracting with the day-to-day oversight and execution of all directorate missions, programs, and functions. Responsible for planning, managing, and executing a comprehensive contracting and acquisition program.

Duties

Responsible to assist with planning, coordinating, evaluating, managing, and supervising all missions, functions, programs, and activities of the Army Reserve Contracting Center. Establishes policies and procedures for efficient and effective contract management, from advanced acquisition planning, solicitation, award, and contract closeout. Provides guidance and staff assistance to organizational elements external to the directorate regarding contracting and acquisition initiatives critical to the customers mission accomplishment. Develops day-to-day and long-range planning necessary to assure that the directorate is organized in the most efficient manner to provide responsive support consistent with applicable contracting laws and regulations. Provides advice, assistance, and technical direction during the contracting acquisition and administration phase (to include phase-in operations). Structures workload assignments, directs reorganizations, and transfers work assignments and functions as citations warrant. Advises employees regarding policies, procedures, and directives of management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement up to approximately 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated "Mission Essential". Incumbent is required to report to work or remain at work as scheduled to support mission operations under adverse conditions.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforce (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Additional information about transcripts is in this document. ***All applicants (to include current federal employees) must submit a copy of ALL of your transcripts with this application package*** Basic Education Requirement for the 1102 series: A Bachelors Degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served ON or BEFORE September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series ON or BEFORE September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-13 Specialized Experience Required: GS-13: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Conducting contract negotiations and establishing negotiation objectives; (2) Developing acquisition milestones within the framework of contracted agreements; AND (3) Overseeing work assignments and/or reviewing work for completion and accuracy. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
