The Pharmacy Procurement Technician is located at the Adam Benjamin Jr. Clinic (ABJ). The Pharmacy Tech functions in various areas of the pharmacy, e.g. outpatient pharmacy, various storage areas, offices and patient care areas, under the supervision of the outpatient pharmacy supervisor. Pharmacy technicians provide various technical support services within the pharmacy department. Incumbent has the responsibility of handling procurement duties, medication returns and other tasks assigned.
Duties
Major Duties and Responsibilities
Maintains adequate drug and supply levels to ensure that the outpatient pharmacy sustains stock to function appropriately. The maintenance of appropriate inventory levels has a significant impact on the ability of the department to manage funding resources that have been provided for procurement of pharmaceuticals.
Prepares expired and overstock drugs and supplies for return or exchange with the manufacturer. Ensures necessary paperwork according to federal and local rules and regulations is maintained.
Ensures that all pharmacy stock is properly stored and rotated for use. This includes pharmacies and clinic wards.
Refills medications to various areas of the clinic as well as deliver stock requests from various clinics.
Completes assigned monthly ward inspections.
Compares drug and supply costs from various manufacturers to ensure the most economical source is used.
Reviews all purchase requests to ensure that all procurement is consistent with federal and local rules, regulations, and policies.
Initiates all purchase requests via the pharmaceutical prime vendor and directly with other vendors appropriately documenting such orders in the VISTA IFCAP order process.
Independently processes and calls orders in to vendors using government credit card.
Independently receives, audits, and reconciles government credit card statements and make appropriate adjustments.
Independently follows up on undelivered orders.
Incumbent is the point person for all FDA Drug Recalls.
Independently initiates and prepares DEA order forms for the procurement of all scheduled controlled substances ensuring complete accuracy and accountability for the forms and controlled substances. Ensures that DEA license for ABJ Pharmacy is current and renewed.
Independently ensures that new and extended mandatory pharmaceutical and medical supply contracts are implemented upon receipt of the contract information from the National Acquisition Center.
Independently assures that VA national procurement contracts are followed, coordinating vendor changes with other pharmacy staff.
Serves as liaison with other VA departments, (Central Supply, SPD, etc.) and the prime vendor to facilitate adding or deleting pharmaceuticals and/or medical supplies from use.
Receives and checks in all drug and supply orders received by pharmacy service with the exception of controlled substance orders. The incumbent will bring all deviations from the initial order (broken merchandise, short-dated stock, partial shipment, etc.) to the attention of the prime vendor as appropriate and ensures that all paperwork accurately reflects current status.
Runs all prime vendor usage reports including DSCSA report.
Puts away all incoming stock daily into designated central pharmacy areas.
Reviews service "short list" daily for items that are out-of-stock. Takes the necessary procurement action to ensure patients uninterrupted drug therapy.
Participates in department quality assurance activities.
Maintains a file of all orders received during the year in a secured office.
Coordinates all procurement activities with pharmacy management. Works closely with outpatient pharmacy supervisor, procurement manager and pharmacy control point official to make sure the budget is not exceeded, or dollars lost.
Interprets and implements the Pharmacy & Therapeutics Committee actions by determining initial and projected stock requirements of new pharmaceuticals. Assures that drugs changed or deleted by Committee action are exhausted prior to replacement.
Resolves miscellaneous procurement problems such as partial or canceled orders, adjustment actions, incorrect voucher numbers and other discrepancies noted.

Qualifications
Basic Requirements:
Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at this grade level
Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. For occupations which require an active credential (licensure/certification/registration) at all grade levels, at the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. For occupations which require an active credential (licensure/certification/registration) in assignments above the full-performance level only, at the discretion of the appointing official, an employee may remain at an appropriate lower grade level in the occupation when both of the following apply: the credential is not a requirement and a placement opportunity exists."
Grade Determinations: For the GS-08 position, in addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level.
AND,
In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
Demonstrated Knowledge, Skills, and Abilities
*1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments).
*2. Ability to apply management and leadership principles.
3. Ability to communicate orally and in writing.
4. Extensive working knowledge of the pharmacy operation.
5. Ability to assess staff needs and provide appropriate training.
AND
Perform Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Physical Requirements: Employees are typically expected to work forty hours per week. This may include nights, weekends and/or holidays as assigned. May require pushing carts, lifting and carrying light loads (up to 50lbs.), including boxes, equipment and unit dose-cassettes; stooping, bending or kneeling (e.g., to pick up items from the floor, remove and replace items on lower shelves, and to file documents in lower file drawers, etc.); sitting, walking, or standing for long periods of time (4-8 hours). Normal ranges of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. An ability to perform tasks requiring rapid mental and muscular coordination functions simultaneously is necessary. Incumbent must be physically capable of operating various types of equipment used for the job.
