This position is located in Veterans Benefits Administration (VBA), Office of Financial Management (OFM), Benefits Delivery Protection and Remediation (BDPR) division. The primary purpose for this position is to serve as a Data Scientist, analyzing a variety of VBA claims, Veteran, and subsequent PACT Act data to protect benefit payments across the VBA landscape.

Duties

Lead, plan, and develop activities and program initiatives for both present and future business application projects and initiatives designed to enhance the prevention of FWA within VBA business lines and other VA stakeholders. Assist in the selection, development, and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying a viable solution. Plan, coordinate, integrate, and execute business strategies for new and innovative programs. Utilize various analytic and data visualization tools to build reports, dashboards, and other artifacts represent team and organizational activities, progress, and outcomes. Employ qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs.

Qualifications

The Office of Personnel Management's (OPM's) Individual Occupational Requirements (IOR) and/or group qualification standards covering white collar occupations in the Federal competitive service can be found: Here To qualify for this position, applicants must meet BOTH the Minimum Requirements and the IOR by the closing date of this announcement 09/19/2023. Basic Requirements (IOR): Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. ALSO Specialized Experience: GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) identifying the methods, processes, algorithms, tools, and systems to extract and interpret findings from varied structured and unstructured datasets related to the data science lifecycle; 2) developing complex algorithms and tools to support data manipulation and processing as well as the use of most appropriate data visualization techniques to tailor presentation of findings to respective audiences; 3) leading projects that use regression and statistical analysis, modeling, machine learning, natural language processing and time series forecasting; 4) working in established and emerging electronic data science tools and cloud analytics platforms; 5) conducting data extractions by using computer programming without preset specifications; AND 6) mentoring and serving as the technical expert in area of data science to staff and high-level management. There is no educational substitution for the specialized experience at the GS-14 level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education


There is no substitution education for the specialized experience at the GS-14 level.
