This position is located at Departmental Offices. As a Supervisory Auditor, you will be responsible for overseeing complex financial fraud audits and also is responsible for working closely with Department managers, Agency officials, and other external audit, oversight, and Law Enforcement agencies to develop audit programs that are designed to proactively uncover complex fraud schemes targeting The Coronavirus Aide, Relief, and Economic Security (CARES) programs.
Duties
As a Supervisory Auditor, you will:
Direct a team of auditors that develops and executes audit programs and complex analytical reviews of financial data designed to detect fraud, waste, and abuse of CARES funds.
Direct the audit team in developing and applying analytical techniques of intricate and complex financial data from multiple sources by using audit techniques, to identify unexpected or unexplained patterns that may indicate fraud or systemic problems in the implementation of CARES programs.
Apply auditing and accounting techniques to perform detailed analysis of accounting and financial data.
Conduct valid and reliable research to analyze internal and external information to assess risk factors and identify high-risk areas for fraud.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as:
* Managing in-depth performance audits; AND
* Presenting findings in both oral and written format to successfully defend audit outcomes and to defend unpopular or controversial recommendations.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
Education
Education Requirements:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
