This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief, Environmental Division at a medium garrison within the Installation Management Command (IMCOM).

Duties

Serves as the senior staff consultant on all environmental program requirements, providing program oversight of activities related to compliance, conservation, restoration and pollution prevention. Manages the installation environmental program in consonance with applicable state, host nation and U.S. laws and regulations, DoD directives, U.S. Executive Orders, and HQDA policies and regulations. Develops and implements plans and policies to support higher level special environmental interest programs, such as hazardous waste minimization (HAZMIN), separation or recycling of trash (SORT), and environmental quality awards. Attends meetings and briefings to create and maintain an environmental awareness and ethic among personnel. Reviews plans, projects, and proposed actions for environmental impacts prior to execution; identifies and recommends mitigation measures as needed. Performs the full realm of supervisory responsibilities to include hiring, training, performance and discipline.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study with a major in the professional or scientific field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes serving as technical authority to perform a wide variety of activities relevant to the completion of requirements to meet environmental compliance policies and regulations; coordinating various phases of projects to ensure environmental processes are evaluated and compliance is met such as, but not limited to, performing studies, establishing plans, evaluating work, and perform testing/inspections; and update data to meet environmental requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job there is no education substitution for experience, you must qualify based on specialized experience.
