The primary purpose of this position is to serve as a Team Leader responsible to their higher-level supervisors/managers for assuring work of the assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities.
Duties
Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as a team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
Establishes, defines, and implements requirements for the pre-employment team to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
Provides installation level human resource advisory services to management at all levels.
Prepares and delivers written reports, correspondence, and oral presentations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position Group Coverage Standards..
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying planning, organizing and performing technical functions regarding personnel programs. Managing programs and projects within assigned areas; researching, interpreting regulations and directives; providing guidance on civilian personnel; identifying, analyzing, and solving administrative issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principle's theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide program human resources personnel recruitment and placement administration responsibilities.
2. Knowledge of the laws, regulations, principles, and practices of human resources personnel recruitment and placement program administration
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5.Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
6.Ability to establish effective working relationships and to lead and communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
7. Basic knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
8. Ability to utilize AoP principles and concepts to lead a team of subordinate personnel through coaching, communication, planning, organizing, and direction to facilitate work assignments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
