This position is located in Spokane VA Medical Center with the primary responsibility as VERA Coordinator with the primary responsibility for the Veterans Equitable Resources Allocation (VERA) Program.

Duties

Consults medical center staff to provide guidance, recommendations and monitors the implementation, management, and evaluation of VERA oversight programs to meet program criteria. Explores new channels of inquiry and carries out extensive reviews of the way the various organizational elements at the medical center interact. Performs special studies and analysis including feasibility studies, cost (benefit analysis, FTEE/productivity analysis, and case mix analysis. Studies health care system needs and observes working conditions and procedures to identify areas in need of review and advises management of the implications and options involved. Completes in-depth reviews of the medical center services to evaluate resource utilization, workload/cost reporting, conduct data validation activities and provide recommendations for improvement. Provides finance and cost information for in-depth studies of VERA allocations and variation in demand, supply utilization and costs of facility activities. Pulls and interprets data from a wide variety of VA and external data sources, including decision support products such as labor mapping, productivity analyses, and relative value unit reports. Studies situations when an operating activity within the medical center loses effectiveness and designs a new system which he/she must implement which may involve chairing ad-hoc committees to investigate, analyze and resolve problems which cross service lines Identifies functions that lack efficiency by studying health care system needs and applying study methodologies to obtain facts and propose solutions quickly and economically. Studies and implements management improvements in clinical and administrative areas identified through such means as internal control reviews and management studies. Provides recommendations to optimize operations including providing position management advice and distribution of workload among positions and organizations, and the skill mix, or categories of employees needed to maximize performance and workload capture Conducts special projects involving all areas of finance and clinical aspects in VISN20 requiring advance knowledge of Excel, ARC, ProClarity, and VISTA. Plans, develops, and conducts formal and informal training programs, conferences relevant to the revenue enhancement process, workload/cost reporting, and data validation/certification. Creates recommendations and writes policy, correspondence, project proposals and procedures. Supervises, coordinates, or develops official responses for VACO, local governments, Federal agencies and other external stakeholders. Provides written reports on findings of resource utilization and workload/cost reporting to include recommendations for improving program activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am-4:30pm Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-09 position you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinate, plan and analyze program goals and objectives; provide guidance and recommendations for the effectiveness and efficiency of programs; monitor, implement and evaluate program standards and criteria. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or, 2 full years of progressively higher-level graduate education leading to such a degree. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree Specialized Experience: For the GS-11 position you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to; coordinate, plan and analyze program goals and objectives; provide guidance and recommendations for the effectiveness and efficiency of programs; monitor, implement and evaluate program standards and criteria; provide guidance and recommendations for the effectiveness and efficiency of programs; implement and maintain strategies; track, develop and maintain reports. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education leading to such a degree, or, LL.M., if related to knowledge, skills, and abilities of the position. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Physical Requirements: Work is mostly sedentary, but does require some periods of standing, walking and bending. The work involves high visibility throughout all medical center facilities. Driving to locations in the community and neighboring cities and states are necessary on a routine basis. Occasional travel by flight is required. Some lifting of objects 50 lbs. or less is required. Work Environment: Work is performed in an office setting. However, there is possible exposure to communicable disease, physical/verbal abuse from disturbed/distraught patients, family members, and visitors. Safety precautions are necessary. Also, work requires some travel by auto and periodic travel by plane. The incumbent must adhere to fire, safety and security requirements.
