The United States Department of Agriculture (USDA) Digital Services Center (DSC) Director position is an entrepreneurial, business leader responsible for growing and leading the adoption and operation of enterprise software-as-a-service (SaaS) platforms at USDA including, but notlimited to: Salesforce, ServiceNow, Atlassian Suite, and AgLearn.
The DSC Director will work with OCIO and USDA mission areas (customers) to establish and manage annual business goals for these services.
Duties
Manages workload of project team and resources and sets program priorities in alignment a defined framework and strategy.
Partners with stakeholders, colleagues, project leads, directors, and internal and external customers. Collaborates with staff at the executive, senior advisor, and political appointee level.
Provides sound technical advice, leadership, and direction on all system analysis, customer experience, and design-related issues for the betterment of the customer.
Oversees the project scope, approach, and appropriate financial and personnel resources, and monitors overall development and performance of IT projects.
Serves as immediate supervisor of a highly technical program and employees involving the development of major IT aspects of key agency and programs with national significance.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-15: Must possess one (1) year of specialized experience equivalent to at least the GS-14 level; or its non- Federal equivalent that included experience: leading fee-for-service teams supporting Software as a Service (SaaS) platforms (primary examples include Salesforce.com, ServiceNow, Atlassian, Knowledge Management), and Intelligent Automation (robotic process automation, artificial intelligence, and machine learning) development; analyzing a broad IT marketplace/customer environment and use that information to create IT services to meet the customer's business requirements; developing strategy and business plans (revenue, resource, contractor strategy, expense plan) to support a multi-year, $150 million per year program; and serving as a business general manager overseeing all parts of SaaS Provider strategy, operations, and financial execution.
