This position is a Fish and Wildlife Administrator, GS- 0480-14 working in Atlanta, Georgia for the R4-South Carolina Ecological Services. Duties

As a Fish and Wildlife Administrator your duties will include but are not limited to the following: As a senior manager for the assigned program, project, or geographic area, exercises leadership and provides direction for the management and administration of subordinate programs and activities. Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting. Leads the development of policy to drive the periodic strategic planning efforts for these programs or projects. Coordinates activities with other Branches/Division, Regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the program or project to enhance information exchange and provide technical assistance. Maintains diversified Service intra/inter departmental contacts, to keep abreast of and utilize efficient techniques and methods to carry out the functional aspects of the area of responsibility. Leads efforts to create administrative, financial, and results oriented accountability of the Service activities to manage natural resources for conservation. Serves as the accountable management official or full deputy for planning resource management, budget initiatives and position papers that address management of the program/project resources or challenges, and assures compliance with associated Federal policies, regulations, directives, and procedures. Maintains oversight and control over personnel management activities to attain organizational objectives. Sets priorities for program activities and ensuring the highest priority needs are addressed. Exercises authority to commit Service resources, change program configurations and content. Prepares briefing statements, issue papers, status reports, responses to oral and written inquiries, and other documents and materials on program policy, planning, and management activities in a manner that communicates this material for a diverse set of audiences. Serves as an expert consultant and provides authoritative advice to senior management and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and, makes implementation decisions. Provides technical assistance and expertise to appropriate offices, including the promotion of each program, consideration of these programs in multiple strategies, staffing, potential partnerships, economic activities, and restoration planning. Represents the Service as senior program manager, obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the Service, such as trade associations, conservation groups, industries, civic groups, officials and scientists from other Federal government organizations, State officials, county officials, and news media representatives. Provides coordination with the States, other Federal organizations, Congressional contacts, and others. Participates with top-level managers in interpreting and implementing legislation and legal decisions and assessing their impact on natural resource management practices and programs. With an understanding of senior management views and preferences, provides expertise to establish priorities, resolve problems, and to implement courses of action. Resolves conflict and develops consensus in line with Service policy and procedures and upholds the image of the Service while resolving complex and controversial matters. Stimulates cross-program and cross-organizational consultation, cooperation, and partnerships. Manages natural resource issues through collaboration among Service counterparts, public and private organizations, industry, and individuals to integrate ecosystem concerns, views, and contributions into cohesive resource management projects and systems. Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training/mandatory needs and expectations. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management. Analyzes and evaluates management plans, goals, objectives, and resource problems, and makes final determinations (subject to the approval of senior management) regarding the final content, timing, and ongoing applicability of management approaches.

Qualifications

Only experience and education obtained by 09/26/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. Minimum Qualification [GS-14] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Experience includes 1) Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources; 2) Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing a federal entity, field station, conservation agency or organization in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation; or 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners. Education
