The Assistant Chief Supply Chain Officer (CSCO) is a senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations.
Duties
Duties Include but are not limited to:
Reviews complex and novel logistics and supply chain management issues and develops new methods, processes or techniques to address these.
Plans for and coordinates new logistics program requirements.
Plans and carries out long-range (5-10 years) logistics studies and forecasts and makes recommendations for long term policy and programs based on these studies.
Supports the coordination and integration of new technology and/or implementation of new supply/equipment requirements.
Oversees, guides, manages, and integrates supply chain operations across the facility/organizations; plans/coordinates with fiscal, acquisition, clinical and administrative operations.
Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system.
Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management).
Analyzes supply status and directs the priority of maintenance effort for organizational equipment.
Standardizes business processes, establishes performance measures and assists with the oversight and management of strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission.
Conducts audits, compliance reviews and program effectiveness/ efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures.
Serves as a logistics expert and liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO).
Develops training and test evaluation programs and curriculum designed to enhance skills and abilities of subordinate staff.
Meets and deals with customers and resolves issues of conflict.
Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory.
Assists the CSCO with managing the hazardous alerts and recall program for the VA HCS and supported catchment area to ensure removal of FDA safety alerts in all classes.
Monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan, and adjusts plans and schedules to mitigate those impacts.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care.
Directs all supply management, material management, production control activities.
Ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal).
Plans and coordinates with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations.
Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all expendable (EX) and non-expendable (NX) inventory.
Oversees inventory management and accountability for all material and commodities.

Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities.
