Duties

Duties: The primary purpose of this Security Specialist position is to serve as Protective Security Advisor (PSA) assigned within the identified Region. Typical work assignments include: Serves as a liaison for the Department of Homeland Security to other Federal agencies, state, and local government and the private sector on security compliance/enforcement matter relative to the protection of the Nation's Critical Infrastructure. Serves as the Federal point of contact for local infrastructure owners and operators requiring assistance in protection planning. Develops and maintains relationship with owners and operators of Critical Infrastructure, meeting regularly with site security personnel and state and local officials to share information, review protection support by Homeland Security and other Federal agencies. Coordinates physical security protective measures and procedures and assures that appropriate data is captured in centralized database. Coordinates and schedules security assistance visits for review and analysis of the physical and technical security of the facilities to determine levels of efficiency, formality of operations, and compliance with applicable policies and program requirements. Prepare written reports of findings and recommendations for improving security plans and procedures and follows up with on-site visit to determine progress. Reviews and interprets new directives, program changes, legal initiatives, and/or Homeland Security guidelines concerned with safeguards and security activities affecting Critical Infrastructure. Coordinates request for Federal training and other assistance and for Critical Infrastructure owners and operators; to include the coordination of information sharing forums, workshops, and conferences. Reviews, interprets and implements a variety of local policies, procedures, and directives relative to the protection of Critical Infrastructure. Works cooperatively with the Joint terrorism task Force and the other relevant task forces, working groups, and committees.

Qualifications

You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtain in either the public or private sector) performing all of the following duties: Experience analyzing, investigating, and assessing complex critical infrastructure physical security and resilience processes, procedures, dependencies, interdependencies and vulnerabilities for facilities, systems and protection programs. You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtain in either the public or private sector) performing all of the following duties: Experience functioning as a strategic, operational and technical authority in advising critical infrastructure partners, owners and operators, and officials on security and resilience improvements to reduce vulnerability and risk. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Interagency/Career Transition Assistance Program (I/CTAP) Eligibles: If you have never worked for the federal government, you are not I/CTAP eligible.
