This position is located within the Research and Development Service and reports to the Medical Center Director at the White River Junction VA Medical Center in White River Junction, VT. The Management and Program Analyst - Research Compliance Officer develops, implements, maintains and provides leadership, strategic direction and oversight of compliance and training activities for the Research Service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Applies broad knowledge of the laws and regulations that govern: 1) Protection of Human Subjects in Research; 2) Protection of Animal Subjects in Research; and 3) Biosafety; 4) Privacy and Data Security; and 5) Conflict of Interest (COI) Programs; Provides guidance and counsel on incorporating compliance-related activities into the day-to-day operations of the Research and Development Service; Ensures regulatory and policy updates are disseminated to investigators and research staff in a timely manner; Performs ongoing monitoring of all areas of research and compliance and acts decisively on issues of potential non-compliance and provides reports on monitoring activities; Oversees all research-specific education and training requirements for all personnel involved in research; Develops and implements local policies and procedures that ensure compliance with Federal Regulations and meets accreditation requirements from all Research accreditation and governing bodies; Resolves audit/inspection activities for a major segment of an agency program; Evaluates, processes or makes recommendations for effective organizational changes; Analyzes and evaluates, on a quantitative or qualitative bases, the effectiveness of the research programs in meeting established goals and objectives; Advises researchers on policy matters, process issues and procedural requirements for conducting research involving human subjects and animal subjects; Reviews all research protocols involving the use of biosafety agents; Participates actively in implementing Federal regulations on Health Insurance Portability and Accountability Act (HIPPA) and conflict of interest as they apply to biomedical research activities; Coordinates investigation of alleged conflict of interest or breach of integrity or ethics in the conduct of research; and, Performs all other duties as assigned. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm. Qualifications

To qualify for this position at the GS-12 grade level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Management and Program Analyst - Research Compliance Officer, and that is typically in or related to the work of the position to be filled. Specialized experience is experience where you were responsible for applying a broad knowledge of the principles, concepts, methods and techniques of clinical research compliance to analyze, evaluate and provide expert advice and consultation as it relates to clinical research activities; ensuring compliance with the laws and regulations that govern the protection of both animal and human subjects in research, bio-safety in research, privacy/data security and conflict of interest programs; assessing the effectiveness and efficiency of the research operations; communicating both in person and in writing with researchers to advise on policy matters, process issues and procedural requirements that facilitate compliance in the conduction of clinical research. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CUSTOMER SERVICE PLANNING AND EVALUATING ANALYTICAL REASONING TECHNICAL COMPETENCE IMPORTANT: A full year of work is considered to be 35-40 hours of work per week.
