The purpose of this position is to insure the integrity of the contracting process relative to maintenance service and related contracts. In doing so, the incumbent performs a vast array of tasks that document the performance of the contractor in accordance with the particular service contract.

Duties

Performs a wide range of technical contract management duties in support of maintenance service contracts to include technical writing of the Performance Work Statement, Purchase Orders, and Government Cost Estimates, Contract Modifications and Change Orders. Writes Quality Assurance Surveillance Plan (QASP), initiates Contract Discrepancy Reports (CDR's) and inspect services performed by Contractors. Deals with private contractors and their representatives, technical experts, engineers, customers and their representatives, Contracting, Security Police and Squadron Commanders. Reviews pre-bid contract specifications for compatibility with administration of QA methods and procedures. Employs safety requirements, rules and procedures, AND Controls and maintains equipment and assigned vehicles.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, clerical and administrative support work. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge in operations and procedures related to the development and preparation of contractual procedures and the techniques of contract monitoring; regulations and procedures regarding the assembly, review, and maintenance of service type contracts; developing, preparing, and writing Performance Work Statements, Statements of Work, Surveillance Plans, commercial contracts, contract modifications, and purchase orders; and the terminology and procedures as it applies to contract management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of civil engineering rules, procedures and operations related to the different phases of contract services. Technical knowledge sufficient to monitor performance of contractors, determine acceptable delivery of service, resolve complaints or discrepancies and recommend corrective actions for service-related contracts, such as grounds maintenance, solid waste disposal, custodial, fire suppression systems, entomology, grease trap cleaning, and portable latrine lease and services. Knowledge of general office administrative and clerical procedures, AND Knowledge of Government guidelines and business practices, including statutes, regulations, policies and procedures, and the different contract types. Ability to communicate orally and in writing (i.e. clear, concise, non-ambiguous language in writing specifications, PWS's, modifications, etc.). Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations, AND Ability to plan, organize work, and meet deadlines. Ability to use mathematical computations relating to contract budget costs, payment deductions, and elements of expense codes, AND Basic knowledge of commonly used construction methods and acceptable trade practices; contracting and procurement specialization; and different contract types. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
