You will serve as an INDUSTRIAL ENGINEER in the Lean Implementation Division (Code 100PI) of PSNS and IMF. This announcement is for an Upward Mobility Program position. This position is open to current PSNS & IMF (UIC 4523A) employees serving under a competitive appointment, or on a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., Veterans Recruitment Appointment (VRA), Schedule A, 30% Disabled Veteran).

Duties

You will develop a working knowledge of Lean, Six-Sigma, Theory of Constraints, and other process performance methods of Industrial Engineering techniques and principles. You will work as an improvement team co-facilitator and occasionally as lead facilitator during less complex initiatives. You will perform functions such as statistical process control, process improvement workshops, visual display development, and standard methods development. You will analyze existing process conditions, identify problems, root causes, and develop solutions. You will compile and analyze event data and write and publish the associated briefs.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

The entry level for this position is GS-09 with a full performance level of GS-11. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires employees that are performing satisfactorily, complete all training requirements, acquire the requisite qualifications, and have met time-in-grade eligibility for career ladder promotions. Qualifications for the GS-09: This recruitment is open to applicants with GS-08 or WG-09 (or higher) equivalent experience demonstrating the ability to apply industrial engineering principles, techniques, and/or methodology involving ship systems, naval operations, and repairs in a naval shipyard environment. Education

In lieu of specialized experience for the GS-09, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree that is directly related to the work of the position.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree that is directly related to the work of the position.
