The primary purpose of this position is to manage, synchronize, and maintain the Global Common Operating Picture (GCOP) for the Chairman of the Joint Chiefs of Staff (CJCS) in the USSTRATCOM Global Operations Center (GOC).
Duties
Manages Global Common Operational Picture (GCOP) network architecture, data management tools, and operational planning requirements to facilitate near real-time battlespace situational awareness for senior governmental and military decision makers.
Analyzes, evaluates, and synchronizes incoming Global Command and Control System-Joint (GCCS-J) data and disseminates track data, digital images, maps, reports, and statistical summaries to global consumers after reviewing for accuracy and completeness.
Monitors, assesses, and reports on current operations of USSTRATCOM assets to facilitate uninterrupted, timely, relevant, and accurate multi-domain battlespace situational awareness for command senior leaders and officials.

Qualifications

This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
The employee may be required to work other than normal duty hours which may include evenings, weekends, off-duty hours on call, extended work hours (e.g., 12-hr shifts), varying duty hours, and/or holidays to support real world operations and command exercises.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency, effectiveness, and improvement of global command and control (C2 )and Global Command and Control System-Joint (GCCS-J) data management capabilities which contribute to the overall improvement of Combatant Commands GCOP operations in support of command mission areas (i.e., strategic deterrence, nuclear and non-nuclear operations, joint electromagnetic spectrum operations, cyberspace operations, global strike, and missile defense); and knowledge of the full range of command and control (C2) and geospatial data management concepts, principles, operations, methodologies, and approaches sufficient to evaluate the effectiveness of systems and production activities, participate in the development and design of data management tools that meet current and future organizational requirements, and conduct performance testing activities to optimize operational data flow processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of data management principles, concepts, tools, and procedures (e.g., data administration, data backup/recovery, disposal, standardization, synchronization, etc.) sufficient to manage the collection, handling, manipulation, and dissemination of large amounts of operational data.
2. Knowledge of a wide range of quantitative and qualitative methods for assessment of various forms of battlespace awareness data sufficient to prepare accurate, relevant, and timely informational products and to evaluate and recommend ways to improve data effectiveness and efficiency.
3. Skill in manipulating computer systems, applications, and equipment designed to capture, store, analyze, and display operational and environmental data related to global positioning (e.g., Global Command and Control System - Joint (GCCS-J), common operating picture (COP), common tactical picture (CTP), etc.) in order to better understand spatial patterns and relationships.
4. Skill in analyzing and interpreting technical command and control drawings, manuals, and data, as well as in identifying and analyzing complex technical problems sufficient to develop innovative geospatial imagery and digital data processing solutions.
5. Ability to stay informed on rapidly changing technology, to evaluate impacts to joint and combined command and control capabilities, and to craft effective recommendations and guidance for joint data network operations under conditions of urgency and pressure that satisfy both organization and customer requirements.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
