The primary purpose of this position is: The purpose of this position is to plan, develop and implement quality assurance programs supporting the storage, reclamation and process out of major weapons systems.
Duties
Supports the aircraft production activities by ensuring that adequate quality provisions are planned, developed, and prepared for implementation prior to the execution of the workload production plan.
Develop a quality system for each long-term workload to track the product quality during the production process.
Responds to customer complaints, production problems, process indicators or other quality evidence acts as the OPR for audits, investigations and special studies to assure continuous refinement of the quality plan and production process.
Provides technical assistance to the production process managers, planners, and schedulers.
Provides technical guidance to the Center's GS-09 quality assurance specialists to focus their attention on identification, prevention, and correction of unsatisfactory conditions or elements which impact product quality.
Provides technical assistance to AMARC's customers. Explain the final product quality acceptance process and the quality requirement documentation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions 1900
This position is a developmental ( GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). All eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements (e.g. time in grade) will be reevaluated.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Education
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE for GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems, in developing implementation plans, developing policies, conducts quality assurance inspections/audits, and on site visits. Analyzes data, and trends, verifies root cause and recommends corrective actions. Assembles and analyzes data for the preparation of charts, graphs, reports, and talking papers, and conducts briefings or equivalent in other pay systems.

Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level .The total percentages must equal at least 100 percent to qualify for that grade level.

Reviewing production activities and capabilities in light of contract quality requirements; written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality inspection systems. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality inspection system. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quality assurance methods, procedures, systems, and skills.
2. Knowledge if aeronautical systems and equipment, critical quality characteristics, manufacturing methods, special processes, and test and measurement techniques.
3. Knowledge of the maintenance, repair, testing, and inspection of aircraft weapons systems and skill to analyze and evaluate procedural documentation for these programs.
4. Knowledge of acquisition functional responsibilities and procedures and the role of quality assurance to integrate/coordinate program efforts.
5. Knowledge of the Quality Deficiency Report programs.
6. Knowledge of designing sampling plans and surveillance procedures, systems for monitoring product certification decisions, procedure checklists, and other guidelines for reviewing quality systems.
7. Knowledge of policy and procedural guides along with specifications and technical data in planning the scope of quality assurance activities.
8. Ability to communicate effectively, both orally and in writing.
9. Ability to recognize and analyze problems conducts research, summarize results, and make appropriate recommendations.
10. Ability to plan organizes work, and meet deadlines.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. IG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Work Environment:
The work is performed in an office setting with adequate lighting, heat and ventilation. The work involves everyday risks or discomforts that require normal safety precautions.
