The primary purpose of this position is to provide first level Defense Travel System (DTS) and Reserve Travel System (RTS) operational support to the host/tenant wing organization. Processes work in the prepayment audit examination and processing of travel vouchers.
Duties
Serves as DTA and provides support of DTS for the unit and geographically separated units.
Review and examine all travel claims submitted by unit members.
Researches, interprets, and applies regulations, requirements, and procedures.
Examines and verifies adequacy and completeness of travel vouchers.

- FM CERTIFICATION STATEMENT: This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 12-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes performing a full range of accounting, budget or financial management support duties related to recurring or standardized transactions(e.g., auditing cash processing documents for completeness; verifying the availability of funds by account and obligating necessary dollar amounts; responding to recurring questions from service members and preparing other monthly reports); processing actions involving multiple documents such as processing the full range of travel related expenses; investigating and resolving routine or recurring discrepancies, checking documents for adequacy, or performing comparable actions that are covered by established procedures; and/or knowledge of frequently used and clearly stated regulations and rules to determine if a transaction is permitted or to respond to recurring questions from agency personnel, clients, and others.

EDUCATION: I have successfully completed one full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge procedures and rules concerning payment of government claims (e.g. travel) and ability to interpret regulations and procedures related to voucher examining.
Knowledge of practices, procedures, regulations, laws, policies and processes related to travel pay and military pay.
Knowledge of travel pay rules and procedures interact with the Defense Travel System to include travel processes related to DTS and per diem.
Knowledge of the data systems used to support military civilian travel pay actions (i.e. Defense Joint Military System. Government Accounting and Financial System. Automated Reserve Orders Writing System) Skill and ability to train others on these systems and troubleshoot problems encountered by others users on the system.
Ability to research, analyze, interpret and apply rules, regulations and procedures.
Ability to effectively communicate orally and in writing and to maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
