This position is located in Washington Headquarters Services (WHS), Facilities Services Directorate (FSD), Standards and Compliance Division (SCD), Office of the Pentagon Fire Marshal (OPFM). The incumbent serves as the Branch Manager, Office of the Pentagon Fire Marshal (OPFM) as well as the WHS Fire Marshal providing expert guidance and program support for Contract Quality Assurance, Building Code Compliance, Fire Prevention, and other fire prevention related matters in the workplace.
Duties
Incumbent typical work assignments may include the following:
Serves as the principal technical expert and program manager for WHS - managed buildings, providing oversight of a comprehensive fire prevention involving the maintenance and function of fire protection systems, assemblies, structures and operations.
Performs professional fire protection engineering work in the development of fire and like safety protection criteria to eliminate or control hazards encountered in the operation and maintenance of facilities.
Represents WHS and provides policy and guidance in the FSD's areas of responsibility to the Office of the Secretary of Defense, Joint Chiefs of Staff, National Security Agency, Departments of the Army, Air Force, Navy, Marine Corps and other Agencies.
Provides oversight and assistance to WHS building managers within the NCR regarding code compliance in performing testing and maintenance of fire detection, alarm, suppression systems, and other fire protection or life safety systems.
Represents WHS by serving on the following DOD wide policy boards; (1) DOD Fire and Emergency Management Working Group; (2) DOD Fire and Emergency Management Emergency Services Steering Group; (3) Unified Facilities Criteria (UFC) Fire & Life Safety Review Panel; as well as, participating in national conferences convened by National Fire Protection Association (NFPA), International Code Council (ICC), and other fire/life safety and building code related associations.
Investigates the cause and origin of fires occurring on properties under the jurisdiction of the Pentagon Reservation and coordinates, assists Pentagon Force Protection Agency (PFPA) in the criminal investigation and prosecution of suspected cases of arson, incendiary fires, malicious alarms, or any other criminal violation of related fire codes and laws.

The Engineer occupation has Individual Occupational Requirements (IOR) that must be met in addition to specialized experience requirements:
BASIC REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (Transcripts are required at the time of application):
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the Basic Requirements, you must also meet the Specialized Experience requirements:
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Leading teams in applying Fire Protection Engineering principles and practices applicable to the full range of engineering duties concerned with facilities fire protection and detection systems necessary to serve as a technical authority for these systems.
Providing expert advice on the interpretation and implementation of technical fire protection policy directives and programs, as well as review of plans and specifications for complex projects at all respective facilities.
Developing, revising and maintaining agency fire protection engineering guide specifications and criteria, as well as portions of agency technical handbooks for guidance of agency engineering specialists, and to furnish advice in the use and interpretation of assigned technical guides.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
