This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serve as a Subject Matter Expert (SME) for the Network Operations (NetOps) team, within the Program Executive Office Enterprise Information Systems, Product Director Acquisition, Logistics and Technology Enterprise Systems and Services (PD ALTESS). Responsible for meeting the customer’s requirements, delivering quality products and services through teamed integrated engineering analysis, development, implementation, and support of various IT capabilities to support the mission needs. Provide oral and written briefings of a technical and/or management nature to a full spectrum of government and contractor counterparts. Participate individually or as a member or leader of team, government and contractor workforce, managing the daily operations of the NetOps system of systems and subsystems, Network Operations Centers. Lead various project teams in systems of systems management, ensuring availability and reliability of all operational products and services to support the NetOps mission. Ensure services of network systems management, including end-to-end systems performance monitoring, network architecture and topology have available resources. Ensure transmissions protocols, broadcasting, switching, control, and management, and the agency’s network architecture have available resources. Utilize broad IT knowledge of engineering principles through operational fielding and support to organize, plan, direct, and coordinate all technical tasks of networked systems and related activities. Provide operational and strategic planning support by active participations in planning activities that support organizational goals. Participate as a NetOps team member in engineering support and analyses of broad areas of business processes and technologies contributing to automation. Participate as a NetOps team member in the development of feasibility studies, operational concepts, system specifications, and systems designs of new capabilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner (Formerly Level II) in Acquisition Career Field (N) Engineering and Technical Management within 60 months of entrance on duty.
  • This position requires an annual Financial Disclosure.
  • Secret Clearance Required.
  • This position requires up to 15% travel on business
  • This is a Critical Acquisition Position (CAP).
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires a mobility agreement.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as: IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND I have one year of specialized experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service which includes work that involves: 1) Utilizing approaches and concepts for new and novel technological breakthroughs in advancing the state-of-the-art technologies. (2) Initiating and ensuring the execution of actions required to define and establish technical program directives, including consideration of related fiscal and budget matters. Directly, or through other Army or Department of Defense (DoD) agencies, monitoring and directing actions involving all phases of systems; (3) Establishing milestones for the progress of assigned systems through the total acquisition lifecycle; (4) Planning, directing, coordinating, and approving the work of the group; assigning tasks; and reviewing work and resolving conflicts. (5) Maintaining high levels of contact with high ranking and key military and industrial officials. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
