Duties

You will serve as a technical assistant to the Regional Division Director/Deputy of the Security Cooperation Directorate of Navy IPO. You will support the execution of FMS/Foreign Military Financing (FMF) cases, leases; presidential draw downs, grants, Excess Defense Articles (EDA) projects; training; ship transfer projects; and the process and policies that guide them. You will support the management of security assistance and cooperative programs with foreign countries and international organizations, including foreign military sales (FMS), defense cooperation in armaments (DCA), etc. You will assist the Regional Division Director/Deputy as they define, establish, and direct organization focus on challenging and complex projects and programs. You will support the Regional Division Director/Deputy in reviewing products in reporting their respective country's status through information papers, country summary papers, briefings and spreadsheets. You will implement Departmental policies, managing international efforts, concerning research, development, and acquisition for Department of the Navy (DON).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Defense Acquisition Workforce position that requires a Program Mgmt, Practitioner acquisition certification. Incumbent has 60 months to earn this certification and must obtain and maintain certification in accordance with DoD Instr 5000.66.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • This is a Security Cooperation (SC) position and requires a DoD SC Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect 384.
  • Incumbent must maintain "good-standing" in an appropriate Area of Concentration (AoC) and Security Cooperation Workforce (SCW) Certification within prescribed timeframes. SCW level required: BASIC.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NH-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing, analyzing or reviewing Letters of Offer and Acceptance (LOA) for security cooperation programs (e.g. Foreign Military Sales [FMS]); Providing representation on organizational and program matters and issues to all levels of interest both internal and external to the organization; and Experience applying expert knowledge of laws and policies pertaining to sales, leases, grants, and other weapons transfer initiatives under security programs (e.g. Security Cooperation program).
