This position is located in the BLM Upper Colorado River District Office with duty location in Grand Junction or Silt, CO.
This position is open to Department of Interior (DOI) current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
Serve as a senior Realty Specialist in a Bureau of Land Management (BLM) office.
Perform complex lands and realty work such as assignments involving land tenure adjustments, rights-of-way, land use authorizations, renewable energy authorizations, land withdrawals, easement and fee acquisitions, trespass abatement, etc.
Provide mentorship and expertise for a variety of complex and controversial lands and realty projects, assignments, and activities which typically cover wide geographic areas with significant natural resources and/or land management matters.
Provide solutions to multifaceted lands and realty problems covering a wide variety of conditions.
Resolve and/or evaluate issues that impact, projects, planning systems, casework, compliance, and environmental analysis, which relate to lands and realty programs

- You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- You will be required to obtain and maintain a valid state driver's license.
- The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Qualifications
In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience.
Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of the following duties: (1) processing various types of lands and realty cases such as rights-of-way, communication sites, film permits, leases, trespasses, acquisitions, land exchanges, public land sales, desert land entries, R&PP conveyances, and State selections; (2) preparing environmental analysis and documentation for proposed actions and ensuring compliance with applicable laws, regulations, and policies; (3) calculating lands and realty cost recovery, rental and monitoring fees, and bonds; (4) budget planning and monitoring; and (5) utilizing automated lands records systems and other applications to document a wide variety of complex lands and realty transactions.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
