You will supervise engineers and architects in the design and project management section of NAS Patuxent River's Public Works Department of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will monitor updates of project schedules to assure project dates are met for each effort assigned to subordinates. You will be responsible for providing Product and Services for the Capital Improvements Business Line and supporting other Business Lines for his/her assigned clients. You will lead and direct the day-to-day development of large and/or politically sensitive projects. You will provide design support prior to construction award and provide the successful management of any and all post award aspects of the construction portion for the projects assigned. You will consult with contractors, Product Line and Business Line representatives, and technical representatives of the client relative to engineering and operational problems and their solutions for highly complex projects. You will monitor the review of contractor submittals including shop drawings, catalog data, brochures, and samples, providing interpretations of plans and specifications to contractor and/or project inspectors. You will identify the most economical and efficient procedures for project design and performance considering all influences and prepares necessary drawings, specifications and supporting documents for advertised or negotiated procurements. You will chair or serve as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process.

Qualifications

This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. In addition to the selective placement factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1. Performs a variety of duties in the development of on-site planning documentation for projects involving construction, alteration, maintenance and repair. 2. Develops work packages by providing layouts, scopes, cost-estimates, feasibility and technical studies and designs. 3. Coordinates various features of project development with engineers, customers, environmental staff, financial personnel, etc. 4. Receives and reviews planning work orders, conducts on-site visits and communicates with customers to define related project requirements. 5. Defines and prioritizes alternative, prepares scopes and cost-estimates, coordinates related permits, prepares site-approval requests and determines adequacy of funding. 6. Prepares documentation required to determine facility requirements for shore activities within assigned mission, to identify and certify projects as valid or deficient in accordance with the Shore Facilities Planning System. 7. Produces maps that provide topography and existing conditions of all station facilities including data concerning ordnance explosive hazard zones, airfield safety zones, and other similar data of value to planners and designers. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
