This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as a Financial Management Analyst in the Comptroller Department, Employee Services Division, Travel Branch (Code 0131) of the Naval Surface Warfare Center Carderock Division.

Duties

You will provide accounting, financial management, and travel related services to NSWC Carderock Division. You will use the NSWC Electronic Data Warehouse (EDW) to research Navy Enterprise Resource Planning (Navy ERP) details in problematic areas, Defense Travel System (DTS), and other DOD activities. You will input, review and collect data using Navy ERP and existing Microsoft software for review, analysis and support for the NSWC Carderock Division Comptroller Department. You will review travel data entered into the Defense Travel System (DTS) to ensure financial data related to obligations is entered correctly. You will review aged obligations using Navy ERP queries and reports. You will review all types of financial transactions to ensure they were coded correctly to show collection. You will analyze cost data to ensure that costs are being appropriately applied to documents in a timely manner to ensure customer satisfaction. You will interact with various senior analysts assigned to specific areas to resolve issues or problems encountered. You will provide advice and guidance in the area of travel and the interpretation of the Joint Travel Regulations (JTR) and addresses all Defense Travel System (DTS) issues. You will analyze cost data to ensure that documents are being costed appropriately and in a timely manner. You will receive and interpret new guidelines from others, such as, the Navy eBusiness Office and disseminate as appropriate.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of financial administration to manage an organization's travel programs to ensure compliance with Federal regulations. Examples of qualifying experience may include (1) reviewing travel data input into the Defense Travel System (DTS) to ensure financial data related to obligations in entered correctly; (2) examining, interpreting, and analyzing travel unmatched disbursements to determine the cause in order to correct the problem; (3) providing guidance to Government Travel Charge Card (GTCC) coordinators. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
