This position is located at Bureau of the Fiscal Service, Payment Integrity Center of Excellence. As a Government Information Specialist, you will lead the Payment Management Privacy Program, working in a pivotal role to ensure compliance with Federal privacy statutes, including the Privacy Act and E-Government Act; Executive Orders; and OMB guidance, legislation, regulations, principles, and standards of personally identifiable information (PII) contained in official records.
Duties
As a Government Information Specialist (Senior Payment Integrity Privacy Analyst), you will:
Plan, lead, and coordinate PI governance processes for all analytical projects and new agency data source access. This effort includes the development and revision of new governance procedures for PI to implement when assessing the Privacy and Legal implications of activities and applicability of policies and statutes. Ensure compliance with agency privacy programs requirements.
Analyze, evaluate, and provide approvals for PI activities under Privacy Authority throughout the PI governance process, which includes working with senior executive level officials (up to Chief Privacy Officers) at agencies to identify permissibility or Privacy Requirements such as the applicability of Computer Matching Agreements to data matching efforts.
Develop, implement, and maintain privacy policies and procedures for the PI program. Additionally, support agency program customers in developing and implementing privacy-related policies and procedures within their own departments, agencies, or organizations, etc.
Represent the PI Program, Bureau, Treasury, or OMB on issues related to the Privacy Act and other Federal privacy requirements within different forums, both internal and external to Treasury, to include privacy working groups with senior analysts of partner agencies. This also includes active participation in interagency and government-wide work groups focused on privacy or data analysis issues.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level, or equivalent, in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Experience assisting in developing, implementing, and maintaining privacy policies and procedures; AND
- Experience interpreting and providing guidance on privacy-related policies and procedures; AND
- Experience managing or delivering privacy policy training; AND
- Experience drafting, developing, and delivering briefings and presentations to customers, peers, and leadership
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
