The incumbent serves as Program Management Officer (Executive Officer) within the Office of Integrated Veteran Care (IVC) and provides executive level support to the Deputy Assistant Under Secretary for Health for Integrated Veteran Care (DAUSH, IVC) by providing oversight and guidance to efforts of high importance within IVC. The incumbent is responsible for prioritization of high-level work, the development of strategies to support VHA Mission and effective management of VA health care.
Duties
Duties include, but may not be limited to:
Collects and evaluates external and internal information relevant to the organization's present and future state and assists the DAUSH, IVC in developing long-range plans that will properly position the organization to attain its desired future state
Advises the DAUSH, IVC on external communications aspects of policies, plans and programs, as well as coordination with Office of Congressional and Legislative Affairs (OCLA) for Senior Leadership engagement and testimony before Congress.
Plans program strategies, providing expert advice, monitoring performance, developing initiatives.
Prepares briefings, presentations, and other high-level documents in support of national programs, special projects, and studies
Coordinates with managers and technical specialists from key installation elements to develop quality program plans to resolve serious business situations.
Analyzes complex, cross-cutting disciplines and make sound conclusions based on various data sources.
Serves as a first level supervisor directly supervising staff assigned to the DAUSH, IVC office under their purview
Develops performance standards and evaluates work performance of subordinates and gives advice, counsel, and instruction to employees on both work and administrative matters.
Work Schedule: Monday-Friday, 7:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position, you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Utilize qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Possess the ability to promote knowledge and understanding of congressional policies and programs and provide information or respond to congressional inquiries and legislative proposals.
Plan and organize work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Manage a broad and comprehensive program using mastery of concepts and principles of Healthcare programs provided to dependents of qualified Veterans ensuring competency, diversity, inclusion and health equity
Analyze and interpret complex issues that are often time- and politically-sensitive and utilize effective communication techniques to recognize sensitive issues and developments both on Capitol Hill and agencies within VA.
