The primary purpose of this position is to provide contract performance evaluation for developing and modifying complex, multi-year contracts for grounds maintenance, custodial services, refuse and recycle materials collection, Energy Management Control Systems (EMCS) operation, hoist and cranes, elevators, water treatment system operations as well as numerous Form 9 service contracts, one-time service contracts and Government Purchase Card service contracts.

Duties

Establish contract provisions including Performance Work Statements (PWS) developing initial contract terms, modifications, wage determinations, increases, purchase descriptions, special terms and clauses. Conduct market research, and develop Independent Government Estimates (IGE), Justifications and Approvals (J&A), Quality Assurance Surveillance Plans (QASP), Requirements Approval Documents (RAD) and Bridge and Contract Extensions. Perform inspections and maintain surveillance over assigned contracts. Develop Quality Assurance Surveillance Plan (QASP) or Performance Plan (PP) to assess vendor performance. Establish working relationships with program and contractor management personnel to address routine and emergent requirements and concerns. Evaluate contractor proposals for cost, manpower, materials, methodology, and technical competency, and provides recommendations to the contracting office.

  • Employee may occasionally lift and load small tools and equipment weighing as much as 15 pounds.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Employee may be required to work other than normal duty hours, to include overtime, and on-call basis

  • Incumbent must be able to work on multiple task, display a degree of tact and diplomacy necessary for the effective daily contact with all levels of personnel
  • Must be able to obtain and maintain valid state driver’s license

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Contract Performance Evaluator. Specialized experience is experience which may have been gained while assisting in administering, monitoring, inspecting and maintaining surveillance over a variety of contracts to include evaluation of contractor performance, assessing effect of modifications, analysis of accounting procedures and addressing and resolving difficult problems which arise OR EDUCATION: I have successfully completed three full years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M. in a field related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: : A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of Quality Assurance Evaluator (QAE)/service contract principles, methods, techniques, practices, rules, regulations, reporting, documentation requirements and safety and security regulations, practices, and procedures. Knowledge of Civil Engineering functions, operations, program requirements, procedures, policies, instructions, and work methods 2. Ability to communicate effectively, both orally and in writing. Ability to collect information through inspections, surveys, interviews, random sampling, market research and written records. Ability to evaluate information using statistically based information management methods and formulate recommendations to upper management based upon results. 3. Knowledge of principles and practices of team building, ability to establish performance goals and assess progress toward their achievement. 4. Ability to adjust work operations and program objectives to meet emergencies, changing program, or production requirements within available resources and with minimum sacrifice of quality or quantity of work; ability to plan, organize, and meet deadlines. 5. Knowledge of various office automation software programs to include Automated Business Services System (ABSS), Wide Area Work Flow (WAWF), TRIRIGA (or equivalent systems), tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, floor plans and graphs. 6. Ability to effectively plan Quality Assurance Evaluator (QAE)/contract monitoring activities and schedules, monitor suspense's and maintain files. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
