This position is the MWR Operations Manager located at Naval Auxiliary Landing Field - San Clemente Island. Services and activities include but are not limited to: sports and fitness, theater, ITT operation, Liberty program, bowling center and recreation facility associated with food and beverage. Responsible for recreation and food and beverage opportunities for active duty personnel and eligible patrons.
Duties
Recreation activities encompass a comprehensive program of social, cultural, entertainment, educational, sports and fitness, and other recreational activities that promote a happy, healthy lifestyle and positive use of leisure time. Activities must meet the identified needs and interest of the community. It must provide a support system for the Navy community that is structured to deal with frequent mobility and other concerns. Program Planning must take into consideration diverse ethnic, social, cultural and economic backgrounds of participants, a mobile population within the military community to include the impact of drugs, alcohol, racial prejudices, sexuality and other factors that influence the population.
The incumbent is responsible for directing and controlling all subordinate functions within the division that would include, but not be limited to: authorizing and approving plans and schedules, establishing and evaluating mid-range and long-range objectives; developing goals for management improvements; preparing and reviewing correspondence, reports, statistical data, directives, instructions and marketing plans. Reviewing and approving budget inputs for inclusion with the overall department budget and monitoring actual financial execution versus the plan. Identify expenditure trends and initiate corrective action when and where required. Reviews and analyzes overall staffing strength of the division in relation to the functional programs, budgetary limitations and program emphasis throughout the department. The incumbent must work closely with subordinates, other FFR division heads, base department heads, and the FFR Director to ensure success of programs and provide technical guidance as required. Maintain liaison with all managers internal and external to the command, attend briefings, conferences and meetings and do some travel to support the mission.
Incumbent plans and assists in the design of construction projects that include facility renovations and new construction and provides the technical reviews required by higher authority on construction or renovation of improvements to existing facilities. Incumbent also conducts a thorough and comprehensive safety program for all areas under incumbent's responsibility.
Acts as an executive representative of the MWR Department with the authority to act and/or commit the department in all but policy matters, many times involving other activities and departments. Attends conferences and meetings and planning sessions with other department representatives to obtain and exchange information on such technical subjects as data processing methods, budget accounting, personnel management, training, classification, supply and contract procedures and other areas as necessary. Acts on Department Head's behalf, covering meetings, resolving employee and customer issues, etc. as related to MWR.
Has responsibility for coordinating joint interest undertakings with local city officials and representatives. Some occasions require making government facilities available to civic groups and local associations. Coordinates publicity with local agencies to ensure all in agreement.
Incumbent must ensure that all personnel actions (selection for promotions, awards, reassignments, training, etc.) are free from discrimination based on race, color, sex, age, religion, national origin or any non-merit factor.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Qualifications
Must have knowledge gained through relevant work experience which enables the incumbent to competently and independently carry out day to day operations as described above.
Must possess skill in the effective management of the finances and physical resources of programs including property inventory.
Must be a mature individual with an adequate level of physical fitness, sound leadership, effective written and verbal communication skills. Considerable tact and diplomacy as well as finesse are required when interacting with staff members and customers.
Within 90 days of appointment, must possess and maintain a current CPR and AED Certification along with Navy Basic Fitness Certification.
