The VA Hospital (VAH) Green Environmental Management Systems (GEMS) coordinator is the key member of the VAH GEMS Committee Responsible for coordinating the development and implementation of the VA GEMS across VAH organizational elements.
Being the Contracting Officer's Representative (COR) for associated contracts for GEMS programs.
Being the main expert on environmental matters for the facility. Provides oversight for new or enhanced information system software related to environmental programs.
Co-chairs the VA GEMS Committee responsible for coordinating the development and implementation of the VA GEMS program across all Hines VAH organizational elements and serving on other Committees that impact environmental concerns.
Coordinates efforts of VA Hospital staff to ensure that the GEMS program is developed and implemented in regulatory and accreditation compliance with all relevant oversight entities. Manages VAH environmental program(s) and coordinates the efforts of VAH organizations that relate to environmental matters. Files all required reports and permit applications/renewals on behalf of the facility with all environmental regulatory bodies that have oversight over the facility.
The GEMS Coordinator collaborates with all other Occupational Safety and Industrial Hygiene staff and may provide cross coverage for both the Industrial Hygienist and/or Occupational Safety & Health Specialist.
Develop and manage the facility's environmental policies, procedures, systems and projects/programs. Advise management on how these will affect the operation of the VA facility.
Evaluate, modify, and implement pollution prevention alternatives at the VA Hospital to reduce the generation of waste. Measure the effectiveness of existing environmental programs as needed and recommend solutions that will enhance the program as needed to meet changing environmental requirements.
Manage and/or provide technical advice regarding responses to environmental emergencies including releases/spills of hazardous materials.
Develop and implement promotional, training and educational activities to promote stakeholder awareness of VA Hospital environmental issues.
Keeps abreast of latest development in the field of environmental management systems and regulations, by review of technical publications, attending technical conferences or professional society meetings, and discussion with industry representatives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Education Requirement: Candidates must:
Possess a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Courses in the history or teaching of chemistry are not acceptable. All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. Possess a combination of education and experience equivalent to one of the majors shown in (1) above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Transcripts Required.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a) Demonstrated technical experience and knowledge of occupational safety, industrial hygiene and environmental standards, policies, and procedures; b) proven technical knowledge of the operation of clinical laboratories and duties of laboratory personnel; c) expertise and working knowledge of industrial hygiene programs and use of equipment to include confined space, indoor air quality monitoring, respirator program, hazardous materials and waste management, waste characterization, IH monitoring, medical surveillance, ethylene oxide, waste anesthetic gases, mold, hearing conservation, underground and above ground storage tanks, and compressed gases; and d) professional knowledge and skill applicable to the performance of industrial hygiene duties related to a wide range of industrial settings. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, with a major field of study directly related to the position being filled. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. TRANSCRIPTS REQUIRED.. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Industrial Hygienist position, which may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. TRANSCRIPTS REQUIRED..

Physical Requirements: The work includes frequent inspections or surveys of industrial workplaces, requiring the employee to carry a considerable amount of equipment, and involves a good deal of walking, standing, bending, and climbing.
