Office of General Counsel, United States Marshals Service (USMS) Headquarters, U.S. Department of Justice, Crystal Gateway 3, Crystal City (Arlington), Virginia provides advice and guidance to USMS managers and employees on issues including but not limited to civil and criminal procedure, labor and personnel law, federal contracts, asset forfeiture, Freedom of Information Act/ Privacy Act, and ethics.
Duties
The Office of the General Counsel seeks multiple Attorney Advisors, to function as as subject matter experts in federal information disclosure, including the disclosure of Body Worn Camera (BWC) information.
As a Attorney-Advisor (General) at the GS-0905-14/15 level, some of your typical work assignments may include:
You will report directly to the Agency's FOIA/Privacy Act (PA) Officer.
Reviewing requests for USMS BWC footage submitted from prosecutors, members of the media, and members of the public.
Providing detailed guidance to contract personnel responsible for redacting BWC footage for external dissemination.
You will review BWC footage prior to external dissemination to ensure all redactions are appropriate and in line with federal law and policy.
Responding to inquiries from state and federal prosecutors and counsel regarding USMS BWC Policy and obtaining USMS BWC footage in connection with prosecutions or litigation.
Assisting with the compilation and updating of OGC BWC Standard Operating Procedures for submission to the FOIA/PA Officer and OGC management for review.
Assisting with the development and presenting of legal training.
Reviewing and providing substantive feedback regarding subpoenas, protective orders, court orders, and pleadings relating to both federal criminal and civil matters.
Providing substantive assistance in civil litigation matters.
The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity.

Qualifications
Applicants must have a J.D. degree, be an active member of the bar (any U.S. jurisdiction), and have at least 5 years post-J.D. experience, including substantial experience in Freedom of Information Act and Privacy Act matters and experience in dealing with complex legal and policy issues.
Education
