About the Position: This position is with the Defense Health Agency, 36th Medical Group, Directorate of Behavioral Health, Andersen Air Force Base, Guam. This is a Direct Hire Solicitation

Duties

Screens and interviews patients, and performs bio-psychological social evaluations, using expert knowledge of general and specific concepts, principles, procedures, and practices relating to psychological counseling. Ability to analyze clinical assessments of patients; skill in written communication; and skill in oral communication. Monitors, evaluates, and approves use of community resources. Provides reports and approves consults. Conducts therapy, monitors, approves, and documents all treatment planning, and provides advice for case staffing, using expert knowledge of general and specific concepts, principles, procedures, and practices relating to psychological counseling. Evaluates overall effectiveness of therapeutic efforts. Institutes changes to increase effectiveness of therapeutic efforts. Develops treatment plans for the most severe cases. Provides structure and procedures for organization of case staffing information. Approves diagnoses.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

• Incumbent may be required to work on-call, evenings, weekends, holidays, and varying work schedules.
• Incumbent must pass a required Pre-Appointment Physical.
• Must be able to obtain and maintain Basic Life Saving (BLS).
• This is an Inclement Weather Essential position: Incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions. Mission essential positions.
• This position requires occasional TDY - 5%.
• The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
• This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Clinical Psychologist: Degree: Successful completion of a Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below: Specialized experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes performing behavioral health assessments; performing bio-psychosocial evaluations; providing psychological counseling and developing behavioral health treatment plans; providing guidance for cases and recommendations on treatment plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Highly Preferred Licensure: A current, active, valid, and unrestricted clinical license to practice Psychology independently offered by a U.S. State, the District of Columbia, Commonwealth, territory, or jurisdiction is required.
