The purpose of the Secretary is to provide a variety of administrative, clerical, and organizational support activities facilitating the flow of information and over all workflow of the Research & Development Service Line. The incumbent also ensures the practices used by the clerical staff in all subordinate offices are consistent with the Corporal Michael J. Crescenz VA Medical Center (CMC VAMC) policies and procedures.

Duties

This position is organizationally located in the Research & Development Service Line, under the direct supervision of the Chief for Research & Development. Clerical/Administrative Support, 50% Reviews documents prepared for signature or requiring coordination by the Service Line's management team for appropriate tone; conformance with regulations, grammar, format, and special policies of the activity; and completeness of information. Receives and reviews incoming correspondence; screens for general information and determines priority or deadline dates Reviews all outgoing correspondence for grammatical content, accuracy, conformance to VHA correspondence format, established policies, and protocols for routing. Compiles information for and prepares a variety of recurring and one-of-a-kind detailed reports and documents using a variety of computer software programs. Screens all publications, directives, and periodicals, and brings those of significance to the supervisor's attention. Coordinates the review and assists in the updating of the Service Line's policies and procedures and makes corrections regarding formatting and grammar when necessary Office Operations, 35% Manages the flow of information to and from the Service Line Chief's office. Assists all supervisors and subordinates in the procedural aspects of expediting the work of the office; and recommends and assists in establishing and updating office procedures. Maintains calendars and makes appointments in accordance with established practice or special instructions. Obtains and monitors the use of services, office supplies, or equipment for the administrative offices. Provides general office supply and equipment support services and consolidates equipment or service requests from the administrative offices. May be responsible for maintenance of budget accounts as assigned to Research Service. Office Automation, 15% Utilizes office automation equipment to prepare correspondence, documents, and reports. As well as, computer systems equipped with file management programs, electronic mail, calendar, graphics, spreadsheets, and word processing programs and data base management systems. Selects appropriate software type to accomplish task and transfers files and data between and among more than one system. Controls all documents posted to the Service Line's SharePoint, which includes but is not limited to, policies, procedures, minutes, and standards of care. A qualified typist is required. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing a wide variety of administrative duties Records management Timekeeping Budget Provide advice and guidance to service line staff Maintaining inventory of office supplies Receives incoming phone messages Schedules patient appointments and consults Use database management systems You will be rated on the following Competencies for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but requires walking, standing, bending and carrying of light packages and walking to other areas of the medical center to coordinate activities. The work is performed in a well-lit, heated, and ventilated space. Normal office safety measures prevail.
