The incumbent serves as a Program Support Assistant (PSA) in the Nursing Service department at the Lt. Col. Luke Weathers, Jr. VA Medical Center, in Memphis Tennessee. The incumbent actively participates in the management of a variety of technical and administrative functions.

Duties

Under supervision of the Chief Nurse the incumbent performs the following types of duties: Administrative Management (40%) The position functions as an extension of the Chief Nurse and professional staff, in explaining service policies and assisting staff in implementing them. Provides for the overall administrative management of the department. Exercises independent and creative judgement in accomplishing major duties. This may include interpreting administrative policies, developing local policies, defining administrative requirements, and/or providing advice to the Chief Nurse on related issues. The incumbent provides substantial input into policies and action plans to ensure the department is in compliance with VA Central Office (VACO), VISN, Joint Commission, and other entities as appropriate regarding all phases of performance improvement and quality management programs. Monitors suspense actions and enforces the directions of the Chief Nurses to ensure issues are brought to closure. Human Resources/Personnel Management (25%) Serves as the Chief Nurse's representative overseeing the full range of human resources requirements for the services. Performs the full range of personnel administration for the Department with varied functions and activities. Acts as the liaison with the Human Resources Office concerning personnel-related matters. Provides advice and assistance to the Chief Nurse concerning agency personnel processes and procedures. Accreditation Program Administration (15%) Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization. Incumbent participates, with the Chief Nurse, in performing long-range planning for resources to meet all accreditation standards. Follows established procedures to meet accreditation standards. Assists in preparation for various accreditation visits such as Joint Commission, Office of Inspector General, CARF, etc. Incumbent is responsible for development, monitoring and reporting on internal controls taken to eliminate or reduce the possibility of fraud, waste and abuse. This involves following up on weakness identified in current vulnerability assessments. The incumbent assists with the organization and realignments within the workforce to maximize productivity. Assures accreditation requirements are met for all accrediting bodies. Procurement/Contracting (10%) Manages procurement and contracting for the Department. This may include preparing procurement requests, evaluating proposals for work, acting as the Contracting Officer Representative (COR) for procurements, and/or maintaining procurement and contracting records. Manages contracting and procurement for small procurements that require varying approaches. Initiates and prepares procurements to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications and communicating both orally and in writing with vendors/contractors. Document Control Custodian (10%) This position is also responsible for the overall coordination and acts as the Custodian of the Document Control System for the Department which is located on a SharePoint and/or Shared Drive sites. The incumbent will be called upon to create, generate, and synthesize reports to allow nursing leadership to make data-driven decisions. These reports may be used by the Nurse Executive for protected quality assurance purposes, so the incumbent must understand and comply with associated Federal legislations. As a member of the Nursing team, the incumbent will be called upon to provide education and training related to the use of the Document Control System, writing enforceable policy, and how to perform source verification. Uses software and databases such as Excel, Word, VISIO, VSSC, Pyramid Analytics, etc. Work Schedule: Monday-Friday 7:30am-4:00pm, 8:00am-4:30pm Position Description Title/PD#: Program Support Assistant/PD50488A Compressed/Flexible: Available

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement 9/21/2023 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, developing local policies, defining administrative requirements, and/or providing advice to the Chief Nurse on related issues. Generates documentation for the accomplishment of all personnel management actions. Performing long-range planning for resources to meet all accreditation standards with the Chief Nurse. Analyze requirements for staff, space, equipment, supplies and other resources and appropriately advise and recommend changes in process and/or policies to the Chief Nurse. Maintains responsibility for all service correspondence. Prepares, edits, and archives all official correspondence requiring the Chief Nurse's signature or approval. Prepares and updates minutes and agendas, all Standard Operating Procedures (SOPs) related to the service. Submits and monitors all work orders. Performs other tasks related to assignment and as instructed by supervisor. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week worked and the month and year start/end dates spent in such employment. Physical Requirements: There may be walking, standing bending and moving or carrying of medium items such as files and documents (0-20 pounds).
