This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Oversite of the program including orientation and training, ongoing use of data for purposes of program improvement and staff education, training, supervision, and development. Provides functional leadership, coordination and supervision of other VASH program staff, as designated by the Homeless Program Manager. Makes recommendations for filling clinical and other program positions and further prepares the Homeless Program staff to form a functioning interdisciplinary team; provides training, supervision and consultation on a regular basis Coordinates staff development and in-service training. Trains HUD-VASH Staff: Guaranteeing all HUD-VASH case management staff members have training in Critical Time Intervention (CTI), Assertive Community Treatment (ACT), Motivational Interviewing (MI), Housing First, Low-Demand Model of Care, and other clinical approaches relevant to the population. Training must be completed within 90 calendar days of initial start date. Ensuring all orientation processes meet TJC and CARF standards, including the documentation of completion of orientation. Establishes internal working partnerships to reduce barriers and silos across all homeless and VA medical facility programs to ensure a seamless transition between providers for Veterans served in HUD-VASH. Engages in community outreach and developing community partnerships, particularly with the local Homeless CoC. Coordinates with the local PHA to provide streamlined and timely processes for HUD-VASH voucher utilization. This includes the referral process, voucher issuance, and the leasing process. At minimum, there needs to be a quarterly reconciliation of data between the HUD-VASH Coordinator, or their designee, and the PHA(s) to determine the status of all HUD-VASH vouchers and processing times between referral to the PHA and lease up. Reconciles voucher status with the PHA, including any vouchers that are marked as graduated, on a minimum of a quarterly basis. Provides programmatic direction and supervision to staff assigned to HUD-VASH, including case manager, program support, and associated providers. Assists in the development of administrative and personnel documents such as position descriptions, functional statements, and completing performance appraisals. Establishes and maintains a process for referral, evaluation, and admission to HUD-VASH to ensure that the most vulnerable Veterans are prioritized. Performing a review of the program process to improve efficiency and further refine the rapid housing process at least annually. Respond to and track all Homeless Program consults, both internally and externally. Chart reviews to ensure documentation meets TJC and CARF standards of care. Provides case consultation, especially around high-risk situations. Conducts appropriate program audits, such as but not limited to: Performance measures and descriptive measures. Frequency of clinical contacts based on the stage of case management being provided; and HOMES data reviews to ensure policy adherence, including that data is entered within three business days. Coordinates accreditation activities and ensures compliance with accreditation requirements. Works closely with community partners to eliminate Veteran homelessness. Establishes practices to rapidly identify and assess homeless Veterans for HUD-VASH. Outreach and Access. Establishing internal and external partnerships to build functional, cooperative relationships that work seamlessly to enhance HUD-VASH's efficiency and effectiveness in outreach and service delivery. Modeling effective Housing First principles. Establishing procedures with other VA Homeless Programs and with community-based homeless programs to provide assistance to Veterans who are not eligible for HUD-VASH or who are not interested in pursuing HUD-VASH. Developing relationships with other VA programs to improve access to the full range of health care services needed by homeless Veterans. This is particularly important for vesting physicals, mental health evaluations, and other services utilized by this population. Manages a caseload and provides direct client care to Veterans in the HUD-VASH program through routine home visits. Provide mental health, substance abuse and crisis intervention services to promote stable housing and enhance Veteran's quality of life. Complete and update psychosocial assessments and treatment plans based on clinical needs and Veteran's identified goals. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. Physical Requirements. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.
