The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
The Onboarding Team is responsible for candidate Entry on Duty (EOD scheduling), final office coordination, MOU management for detailees and facilitating the release of inbound federal transfers.
The incumbent will serve as a Subject Matter Expert (SME) on the onboarding and orientation phase of the hiring life cycle within ODNI.
Responsible for leading a team of cadre and contractor officers in a fast-paced environment, managing projects/programs to ensure quality and timeliness of onboarding candidates.
Management and development of Onboarding Team staff in a diverse and inclusive environment focused on open communication, teamwork, efficiency, and customer service.
Will stay current on OPM processes to ensure facilitation of onboarding employees is consistent with those of the other IC and federal agencies.
Will develop/publish Standard Operating Procedures (SOP) to outline/define the onboarding and MOU processes.
Responsible for reviewing, modifying, and finalizing all Memorandums of Understanding for applicable incoming candidates.
Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant challenges.
Qualifications
Mandatory Requirements:
Thorough knowledge of HR principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for ODNI and/or IC programs.
Ability to represent HR and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines.
Ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Interpersonal, organizational, and problem-solving skills, including the ability to develop working relationships and networks with internal and external stakeholders with competing agendas.
Ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.
2-4 years of experience leading a team of employees with diverse backgrounds and varying skill levels.
Desired Requirements:
Experience facilitating federal orientation program.
Experience coordinating Joint Duty assignments and MOUs.
Experience developing, monitoring and addressing performance objectives for staff.
Bachelor's degree in fields such as Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines.
